Background: |
The UNOPS Jerusalem Operations Center (JMOC) was established in November 2006 to provide project services throughout the occupied Palestinian territory (oPt.) JMOC has an established office in Jerusalem and is supported by the European and Middle East Regional Office (EMO).
To ameliorate the delivery of humanitarian assistance and advance the protection of civilians, an Access Coordination Unit (ACU) was created to develop a centralized pro-active and sustainable access strategy for the movement of humanitarian personnel and goods. The Access Coordination Unit is a joint project managed, administered and supervised respectively by UN partner agencies UNOPS, OCHA, and UNDSS in support of the Humanitarian Coordinator. The ACU aims to provide operational support to UN, Diplomatic Missions, and INGO staff and goods facing access difficulties.
UNOPS serves as the Administrative Agent for this project whilst UNOCHA, UNDSS serve respectively as programmatic managers and supervisors of this project. In support of its partner organizations, UNOPS is looking to recruit a Project Assistant. The Project Assistant will report directly to the Project Support Specialist. The Project Assistant will liaise regularly with UNOPS finance and support staff to ensure smooth administration, payment, and financial support with regard to project.

Description of Responsibilities: |
ADMINISTRATION
- Serve as point of contact between the ACU and support staff on daily practical issues related to the implementation of the project, point of contact for administrative and operational needs and requirements for the project, and UNOPS.
- Develop and maintain project files to include agreements, budgets, contracts, documentation on procurement and financial transaction, quarterly and annual reports to UNOPS.
- Develop and maintain files relating to projects specifications, requisitions and task orders, as required
- Assist in developing and maintaining an inventory tracking system, in conjunction with the
Logistics Specialist;
- Assist in the HR aspect of the project, i.e. ensuring time sheet and leave requests are filled in an accurate and timely manner and submitted to central HR office;
- Assist with the project procurement planning and needs assessment, in accordance with the approved budget and UNOPS Rules and Regulations:
- Oversee day-to-day vendor contract management post-award
- When required, escalate contract management issues to Project Manager and central operations office.
- Arrange appointments between Project Support Specialist?
And relevant counterparts.
- FINANCE
Assist the Project Support Specialist to manage the project budget; track and expedite payments and ensure that financial transactions are finalized, reported on and within the approval budget.
- Participate in periodic finance/budget reviews with central office
REPORTING/COMMUNICATIONS
- Assist the Project Support Specialist to liaise with partners on coordination matters and comply with the reporting requirements;
- Assist the Project Support Specialist with preparing quarterly, interim and final financial and substantive reports to UNOPS.
- Contribute to preparation of project PR materials, including photographs, success stories, and short articles.

- Key performance indicators will include:
- Successful and consistent budget tracking and management

- To ensure smooth running of the project. Works with minimal amount of supervision;
- Independently provides accurate reports and /or records in the areas of work, budget/financial management, personnel administration and other administrative functions.

- Bachelor Degree Equivalent in Business Administration, Finance, International Management or other relevant discipline, is an advantage.
Experience: • At least 3 years of working experience in Administrative Service, Project Management, Finance, Procurement, Human Resources or related areas; • Minimum of 1 year working experience with the UN and or international organizations would be an asset; • Experience in report writing and donor communication is strongly desirable; • Technical report writing and communications experience would be an asset. • Extensive experience in project administration including deep knowledge of financial, HR, Procurement, administrative practices and project reporting is highly preferable. • Knowledge of ATLAS System highly desirable. • Work collaboratively with colleagues to achieve project goals • Supportive and service oriented personality with commitment, efficiency and willingness to work in a highly motivated and fast-moving team; • Delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with UNOPS rules and regulations; supports subordinates, provides oversight and takes responsibility for delegated assignments
Language Requirements: • Proficient in both the English and Arabic Language, spoken, written and comprehension
