Background:
 Under the overall guidance of the Head of Infrastructure & Engineering (HIE) in Jerusalem and direct supervision of the designated supervisor, the Programme assistant provides program support services ensuring a high level of quality, accuracy and consistency of work, in connection with the portfolio under the unit.
The Programme Assistant works in close collaboration with the (HIE) and the engineering/programme analysts and project managers to deliver the designated tasks for the unit with high quality, accuracy and consistency of work. S/he cooperates with programme and the operations teams in the Gaza, West Bank and Jerusalem, UN Agencies, UNDP/PAPP counterparts and civil society as required exchanging information and supporting programme.
Description of Responsibilities:
? Support to formulation of programme strategies and the Country Programme Action Plan
? Support to management of the Infrastructure programme
? Administrative support to the Programme Team
? Support to resource mobilization
? Support to knowledge building and knowledge sharing
1. Supports formulation of programme strategies and the Country Programme Action Plan focusing on achievement of the following results:
? Collection, analysis and presentation of information for identification of areas for support and programme formulation/ implementation. 
? Assist the Programme Analyst (PA) and Programme Managers (PM) in collecting data and assure proper communications with stakeholders.
? Segregate and prepare presentation of information for identification of areas for support in close coordination and collaboration with the unit team
2. Provides effective support to management of the Infrastructure programme focusing on the achievement of the following results:
? Creation of projects in Atlas, preparation of budget revisions, revision of project award and project status, determination of unutilized funds, operational and financial closure of a project.
? Presentation of information for audit of NEX/DEX projects.
     3.   Provides administrative support to the Programme Team focusing on achievement of  the following  results:
? Preparation of non-PO vouchers for development projects.
? Maintenance of the internal expenditures control system including timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers.
? Creation of requisitions in Atlas for development projects registers of goods receipt in Atlas.
? Assist in project start up as required in full collaboration with the Infrastructure team (prepare Project Cooperation Agreements, manuals etc.).
? Prepare vendors and input data into the system.
? Assist the PA/PM in creating POs (outside procurement process) and budget check
? Dispatch POs and prepare payments against POs.
? Prepare payment request if payments are less than $ 2,500 (excluding procurement).
? Preparation of non-PO vouchers for development projects.
? Maintenance of the internal expenditures control system including timely corrective actions on un-posted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers.
? Perform upload of relevant project documentation in Atlas.
? File supporting documentation.
? Prepare Projects AWPs as may be directed by PA/PM in Infrastructure & Engineering unit.
? Review incoming operational and financial reports in terms of completeness and formal correctness in cooperation with the concerned PM/PMO.
? Maintenance of the internal expenditures control system including timely corrective actions on un-posted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers.
? Making budget check for requisitions, POs and vouchers.
    4.  Supports resource mobilization focusing on achievement of the following results:
? Review of contributions agreement, managing contributions in Atlas.
? Liaise with counterparts and project staff to establish proper channels for cooperation and communication focusing on achieving the following results:
1. Support to increased awareness of UNDP’s processes through dissemination of information and guidance among counterparts to complement their obligations against mutual agreements.
2. Assist in keeping the Infrastructure team communication plans in place and effective with feedback on gaps and remedial actions to the team.
5. Supports knowledge building and knowledge sharing in the CO focusing on achievement of the following results:
? Participation in the trainings for the operations/ projects staff on programme.
? Contributions to knowledge networks and communities of practice.

Impact of Results
The key results have an impact on the overall success of UNDP/PAPP Infrastructure programmes and achieved results in the oPt. Accurate data entry and financial information have an impact on the quality and implementation of the UNDP programme.  A client-oriented and efficient approach will have positive impact on the image of UNDP in the oPt and enhance its ability for fund raising.

Qualifications :
Education:
Secondary Education preferably with specialized certification in Accounting and Finance. University Degree in Business, Management, Public Administration, Economics, or Political Sciences and Social Sciences would be desirable, but it is not a requirement.
Experience:
3 to 5 years of relevant administrative or programme experience is required at the national or international level. Experience in the usage of computers and office software packages (MS Word, Excel, etc) and knowledge of spreadsheet and database packages, experience in handling of web based management systems.
