Background:
The Al-Fakhoora Scholarship is a programme aims to avail opportunities for Palestinian university-level students to actualize their professional and leadership potential by overcoming socioeconomic, political and cultural limitations and becoming enabled to productively engage in society. UNDP and its partners (Al Fakhoora Campaign and the Islamic Development Bank), envision a 10 year long comprehensive programme that links the provision of 110 educational scholarship every year with supporting interventions such as economic empowerment for scholars’ families, career guidance, civic engagement, personal and professional development opportunities.
Al-Fakhoora Scholarship is a programme allocates resources for developing a career guidance component based on labour market assessment study. 
Al-Fakhoora Programme emphasizes on post-graduation employability which is based on job placement services and availability of information on employment and local economic development opportunities in conjunction with UNDP activities and provision of Scholars capacity development.
Al-Fakhoora Programme is interested in conducting a labour market survey to identify labour market trends and the skills required from new entrants by employers in order to inform building the skill training activities, and develop the career guidance component based on survey results. UNDP/Al-Fakhoora Programme believes that the Labour Market Survey is necessary to better understand existent gaps at the local market and better address these gaps. The results of this survey will inform the implementation of the Al-Fakhoora Scholarship and will also be disseminated widely among stakeholders and non-state actors in this field.
For this purpose, UNDP is publishing a request for proposals from qualified consultants/ consultancy firms to provide a comprehensive assessment of the labour market in the occupied Palestinian territories based on the terms of reference provided herein.
Objectives of assignment
The principal objective of the assignment is to inform Al-Fakhoora Programme management on the absorptive capacity of sub-sectors of the labour market and the relevance of higher education courses for these sub-sectors.
Description of Responsibilities:
The labour market study must provide a level of details that would allow for policy development for the programme. As such the study should be able to generate reliable information on each of the following aspects:
• General review of the Palestinian labour market:
Under this aspect the consultant is expected to provide a detailed review of literature covering the Palestinian labour market. This review must focus on issues concerning the absorption capacity of the local labour market, the size of the market and the key trends concerning the sectoral and occupational composition of the labour market while giving due attention to geographic trends.
The review must also present any other relevant information regarding the labour market relying on data from Labour offices, and reports of international and local organisations. 
•  Occupational Analysis for the Palestinian labour market in the West Bank, Gaza Strip and East Jerusalem :
Relying on the International Standard Classification of Occupations 2008, the consultant must provide an analysis of key trends in each occupation up to level 2 of the classification. In this analysis, the consultant must provide information on the key trends of the expanding occupations and those occupations with high potential based on economic forecasts. The consultant is expected to draft a ranked list containing a number (10+) of occupations which have high growth potential, relying on this analysis.
• Analysis of skills required for high potential occupations:
Based on the analysis above, the consultant is expected to report on the key skills and knowledge required in each of the high potential occupations identified. For each of these occupations, the consultant must provide information on the relevant degree courses provided by Palestinian universities. Moreover, the consultant is also expected to report on key performance and skills gaps among fresh graduates entering into these occupations.
The consultant is expected to provide detailed assessment for each of these three aspects in a final report to be delivered to the UNDP.
The consultant is expected to provide clear recommendations on the sectors which must be targeted by the programme. The study must also propose an evaluation system for assessing the relevance and effectiveness of the programme implementation based on these recommendations. Additionally, the final document must set forth the methodology that must be adopted in future reviews of the labour market assessment and the frequency of such reviews.
 
Deliverables
The consultant shall carry out the tasks and specific activities outlined in this TOR to deliver the specific expected output professionally, responsibly and sensitively.
Develop a plan and methodology for the evaluation and share with UNDP.
Prepare relevant study tools and materials.
Submit report to UNDP 5 days after conclusion of the exercise.
1. An inception report to be delivered within 1 week of the commencement of the assignment providing key comments on the ToRs and the detailed methodology and work plan.
2. A draft labour market report that cover relevant and respective per geographical areas which will be circulated for comment
3. A draft labour market report presentation summarising the findings
4. A final report that takes into accounts any comments and suggestions which will be submitted  in softcopy (CD Format) and three (3) hard hardcopies
5. A final labour market presentation summarising the work conducted and findings
Payments would be released upon the submission and approval of the deliverables as follow:
Deliverable No.1: 30% of total contract value.
Deliverable No.2 &3: 40% of total contract value.
Deliverable No.4 &5: 30% of total contract value.

Qualifications :
Applications from consultants demonstrating the following qualifications will be assessed:
• Advanced University Degree in economics , development studies or a closely related field
• At least 10 years experience in labour market economics, vocational training, ideally in a post-conflict environment;
• A proven experience in  Researches  and consultancy ;
• Fluency in English and Arabic and ability to communicate effectively in both languages both orally and in writing;
• Excellent analytical skills.

The award will be made to the lowest evaluated offer of technically qualified consultants.
