Background:
The UNOPS Jerusalem Operations Center (JMOC) was established in November 2006 to provide project services throughout the occupied Palestinian territory (oPt.) JMOC has an established office in Jerusalem and is supported by the European and Middle East Regional Office (EMO).
To ameliorate the delivery of humanitarian assistance and advance the protection of civilians, an Access Coordination Unit (ACU) was created to develop a centralized pro-active and sustainable access strategy for the movement of humanitarian personnel and goods. The Access Coordination Unit is a joint project managed, administered and supervised respectively by UN partner agencies UNOPS, OCHA, and UNDSS in support of the Humanitarian Coordinator. The ACU aims to provide operational support to UN, Diplomatic Missions, and INGO staff and goods facing access difficulties.
UNOPS serves as the Administrative Agent for this project whilst UNOCHA, UNDSS serve respectively as programmatic managers and supervisors of this project. In support of its partner organizations, UNOPS is looking to recruit a Administration Team Leader for the expansion of the Access Coordination Unit project were s/he will be tasked to supervise a team of three administrative clerks that will be recruited to work within the ACU.
 
Description of Responsibilities:

Under the guidance and supervision of the Access Coordination Unit Coordinator, the Administration Team Leader will be responsible for managing the day-to-day process of visa and permit requests of INGO and CAP agencies humanitarian staff members and aspects of the liaison with the relevant host country counterparts.

 

Impact of Results
  •  Developing a system under the supervision of OCHA for collecting, processing, monitoring, and recording visa and permit applications received.
  • Provision of data analysis and written reports on the received and processed applications including identifying trends in delays and denials of applications.
  • Monitor INGOs reporting to the ACU on access issues
  • Number of visa applications reports generated.
  • Liaisons carried out with host country authorities and members of the ACU to address problematic situations.
  • Managing and supervising team members in performing their tasks and integrate the tasks of the team to meet the purpose and scope of Access Coordination Unit (ACU).
  • Reporting to ACU’s Access Coordinator on actions and events, identifying progress difficulties and solutions, achievements with action taken to retrieve, secure or maintain progress and quality of delivery.
  • Supervising tasks in terms of progress, providing support and direction to staff within the team and quality control in order to maintain the delivery of output within set parameters of time and quality.
  • Using computer systems where available, ensure that the receipt of planning and related applications is accurately recorded and that they are validated and registered speedily.
  • Using computer systems where available, ensure that incoming communications are recorded and appropriately assigned to staff for attention. Supervise and ensure records are maintained and secured appropriately, follow up and chase. Ensure that replies made to incoming communications are also recorded.
  • Perform other tasks as required by the ACU’s Access Coordinator.
    A good and solid working relationship developed with the host country authorities, and INGO staff members to ensure real time expedited response in processing their permits and visas.

Qualifications:
A Masters degree in Business Administration, Public Administration, Political Science, and or International Relations.  Additional years of relevant work experience, preferably in combination with a relevant bachelor’s degree, may substitute for the requirement of a master’s degree.

Experience:
• A minimum of 3 years of experience in administration at a senior management level.  Experience working with Humanitarian entities is an asset.
• Experience with Israeli bodies responsible for issuing permits and visas or Consulates and International organizations highly desirable and a distinct advantage.
• A demonstrable understanding and acceptance of the project, values, goals, and objectives of the Access Coordination Unit (ACU). Previous experience working in the related public sector is an asset.
• Extensive experience of office administration/business support functions.
• Extensive experience of working with complex databases and IT based systems for monitoring information and producing reports.
• Proven IT competence (Office ICT equipment, Microsoft Office, and databases).
• Supervision and quality control.
• Client relationships and dealings with governmental and non-governmental organizations
Language Requirements:
•Excellent Hebrew and English language skills, both written and oral.
