Background:
Since January 2008, UNDP/PAPP has initiated the implementation of the project "Establishment of the Planning & Project Management Unit (PPMU)" within the High Judicial Council (HJC) through the provision of technical assistance. The objective of this project is to support the High Judicial Council, in developing institutional, sectoral and national capacities. For this, the project includes the recruitment of a Strategic Planning Manager, a Donor Relations Officer and an Administrative Assistant. Their main role is to transfer knowledge to HJC employees who will eventually lead the Unit after the project implementation is complete. Since the beginning of the project, the HJC PPMU achieved noticeable progress. One of the achievements includes the expansion of the Unit with two additional employees appointed by the HJC itself. The project is funded by the Netherlands
Description of Responsibilities:

Summary of key functions:

  • Responsible for Office Management of the Planning and Project Management Unit of the HJC.
  • Maintain a database of current and potential donors, development partners and foreign representatives.
  • Responsible for financial and administrative management
    Function 1.
    • Provide operational and administrative assistance to the Unit and Unit staff
    • Create an archiving system and manage the files of the Unit
    • Take meeting minutes and keep meeting minutes on record
    • Keep records of leave and sick reports and requests of Unit staff.
    • Supervise and train the Unit’s receptionist
    • Perform other duties requested by the Head of the Unit
    Function 2.
    • Organize meetings and responsible for administrative arrangements as needed
    • Assist in monitoring schedules and time tables in cooperation with the Unit staff
    • Categorize mail and all correspondence received by the Unit and draft responses as necessary and instructed
    • Organize meetings and special events for the Unit
    • Assist in preparing administrative and progress reports related to Unit’s work
    Function 3.
    • Responsible for managing petty cash
    • Responsible for office logistics
    • Liaise with UNDP regarding all administrative and financial matters

Impact of Results
The Administrative Assistant at the HJC PPMU will guarantee smooth office management, facilitating the work of the Unit staff as well as the HJC as a whole. The incumbent will have transferred knowledge and experience to the HJC assigned team member in due course, meeting the capacity development objective of the project. S/he will also liaise with UNDP on a regular basis to ensure that the financial and administrative side of the project is on target.

Qualifications :
Education:
• Secondary Education preferably with specialization in Office Management. University Degree in Business or Public Administration would be desirable, but it is not a requirement.

Experience:
• Minimum 4 years of experience in relevant administrative experience in a team environment, including strong organizational and administrative skills.
• Minimum 2 years of experience in public institutions required.
• Operational exposure and/or administrative experience in the justice sector strongly desirable.
• Experience in managing donor funds as well as interacting with legal professionals strongly preferable.
• Experience in the usage of computers and software packages (MS Word, Excel, etc.).
• Experience with the United Nations and knowledge of UNDP rules, regulations and procedures are an asset.
• Excellent communication skills and a team player.

Language Requirements:
• Fluency in Arabic and English, both written and spoken.
