Background:
Under the guidance and overall supervision of the Project Manager, the Finance Assistant will carry out the financial duties of Gaza Based implemented activities.
 Under the lead of the Finance and Admin.Officer in close collaboration with the Project Manger to achieve the best implantation of the project and to achieve all of its goals and objectives. As well as she/he will contribute to assisting and monitoring and building the project’s implementing partners ‘capacities for effective financial management , control and reporting.
The project that is implemented by UNDP/PAPP is seeking qualified candidates for the Finance Assistant Position. The vacancy post will be part of the UNDP’s Project Management Office (PMO) based in Gaza and under the direct supervision of the project manager.
Description of Responsibilities:
• Assist the Finance and Admin.Officer in monitoring the financial management of the programme partners (implementing agencies/NGOs) located in Gaza Strip.
• Assist the Finance and Admin.Officer in auditing and revising the submitted financial reports from the programme partners (implementing agencies/NGOs) located in Gaza
• Assist the Finance and Admin.Officer in building capacity of partners for effective financial management and project reporting.
• Assist the Finance and Admin.Officer in ensuring timely and accurate reporting to the programme management; and
• Assist the Finance and Admin.Officer in liaising with UNDP/PAPP Office on the financial matters.
In order to effectively manage all the financial aspects of the Programme, a qualified and experienced Finance Assistant is required in the programme offices in Gaza. She/he will report to the Finance and Admin.Officer and Programme Manager and will be responsible for the following:
• Provide necessary assistance to the Finance Officer in all financial aspects of the programme;
• Assist the Finance and Admin.Officer in maintaining financial records for the Gaza based activities as per UNDP financial and accounting rules, regulations and policies and ensure their compliance;
• Assist the Finance and Admin.Officer in managing accounts and financial transactions of the programme Gaza based implementing partners;
• Assist the Finance Officer in preparing detailed cost estimates, in budget analysis and projections as required;
• Assist the Finance and Admin.Officer in overseeing the financial management system and ensuring maintenance of financial controls;
• Assist the Finance and Admin.Officer in giving guidance to the programme team;
• Assist the Finance and Admin. Officer in overseeing the transparency of the financial processes and use of funds and compliance with DEEP and UNDP financial guidelines;
• Assist the Finance and Admin.Officer in drafting and implementing a capacity building plan in the area of financial management for NGOs and oversees implementation in cooperation with DEEP team;
• Assist the Finance and Admin.Officer in ensuring an efficient cash flow process to the programme implementing partners;
• Assist the Finance and Admin.Officer in ensuring annual audits of the programme as required by DEEP and ensure external auditors have all relevant information.
• Assist the Finance and Admin.Officer in recommending strategies for the improvement of financial, management accounting and information systems of the project partners and helps implementing solutions;
• Assist the Finance and Admin.Officer in elaborating financial reports to be submitted to the programme management;
• Assist Finance and Admin.Officer in assessing financial management capacities of Gaza based implementing partners;
• Assist the Finance and Admin. Officer in reviewing contracts with partners from point of view of UNDP compliance and financial compliance and recommend to Management action to be taken;
• Assist the Finance and Admin.Officer in developing a training plan for Gaza based implementing partners’ financial and accounting staff and conduct a training on DEEP disbursement and financial reporting requirements including accounting and procurement management system;
• Assist the Finance and Admin.Officer in ensuring annual audits of programme partners;
• Assist the Finance and Admin.Officer in ensuring continuous support for the responsible financial staff of implementing partners;
• Assist the Finance and Admin.Officer in advising the Programme Manager and
• Perform other official duties as assigned by the Programme Manager, and the Finance and Admin. Officer.

Qualifications :
Education:
Diploma Degree in accounting, finance or other related fields from a recognized university.

Experience:
Minimum 2-4 years of working experience in accounting/finance; preferably in international donor/NGO programmes and projects.
Excellent computer literacy, including Microsoft Word, Excel and PowerPoint. Knowledge of other relevant software is an advantage
Ability to work in a team, creative and problem-solving disposition, willingness to take initiative, good inter-personal skills.
Accuracy at work, attention to details and sensitivity to priorities
Ability to work under pressure, to meet deadlines, and handle multiple tasks simultaneously and accurately.
Ability to carry out tasks independently.

Language Requirements:
Fluent English and Arabic.
