Background: |
In December 1978, the UN General Assembly adopted resolution 33/147, which called on UNDP to provide assistance to the Palestinian people. By this date, the West Bank and the Gaza Strip had endured over 62 years of occupation, which had lead to increased levels of poverty and unemployment. Hundreds of thousands were living in refugee camps in difficult conditions without the most basic amenities. Despite the steady population growth, infrastructure had been allowed to deteriorate, including schools, health facilities, housing, roads, and water and sanitation systems. As a partner in the UNDP's development network, the over-arching mission of the Programme of Assistance to the Palestinian People (PAPP) is to work on the fulfillment of the Millennium
Development Goals, especially with respect to the development of the Palestinian people. This is done by focusing on the following areas: Democratic Governance; Poverty Reduction; Employment Generation; Crisis Prevention and Recovery; Energy and Environmental Policies; Information and Communications Technology. Under the guidance of the Head of Gaza Office and technical supervision of the Environment and Natural Resources Team Leader, the PA analyzes political, social and economic trends and participates in the formulation, management and evaluation of Programme activities, focusing in particular on Environment Portfolio: Energy, Natural Resources Protection and Management, climate change and Environment portfolio.
The PA can supervise and lead Programme support staff. The PA works in close collaboration with the Programme and Operations teams, Programme staff in other UN Agencies, UNDP HQs staff.

Description of Responsibilities: |
1. Ensures implementation of Programme strategies focusing on achievement of the following results: • Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to the Environment and Natural Resources Portfolio and practice area specialization assigned. • Analysis and synthesis of proposals on the areas for support and interventions within the Environment and Natural Resources Portfolio and practice area specialization assigned.
2. Participates in effective management of the CO Programme within the Environment and Natural Resources Portfolio and practice area specialization assigned focusing on quality control from formulation to implementation of the country Programme achieving the following results: • Design and formulation of some parts of CO Programme within the area of responsibility, translating UNDP’s priorities into local interventions. • Initiation of a project, presentation of the project to the Project Appraisal Committee, finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review. Programme Analyst performs functions of Manager Level 1 in Atlas for POs and vouchers approval (if authorized by SM), participates in recruitment processes for projects. • Application of conceptual models in support of Programme design • Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Participation in audit of DEX/NEX projects. • Preparation of inputs for reporting, including donor reporting.
3. Supports creation of strategic partnerships and implementation of the resource mobilization strategy focusing on achievement of the following results: • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource
4. Provides top quality advisory services to the Government and ensures facilitation of knowledge building and management focusing on achievement of the following results:
• Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to Programme country policy goals. • Sound contributions to knowledge networks and communities of practice. ? Organization of training for the operations/ projects staff on Programme issues. Professional growth through active learning.
5. Strategic partnerships and support to resource mobilization: • Development of strong partnerships with civil society organizations, donors ,other UN Agencies, private sector in the implementation of Natural Capital and Environment initiatives; • Advice on possible areas for UNDP support and/or adjustment of on-going projects/programmes to ensure that UNDP projects/programmes are in line with UNDP/PAPP policies and priorities; • Support overall resource mobilization of Management with a focus on the Mid Term Strategic Framework and; • Explore opportunities for joint programming within the Natural Capital and Environment.
6. Management of the Natural Capital and Environment programs/ projects and supervision of the project managers and teams: • Manage UNDP’s Natural Capital and Environment projects and programme in Gaza within the context of UNDP/PAPP strategic framework and priorities; • Monitor Natural Capital and Environment work plans in Gaza, programme effectiveness and achievement of results; • Maintain regular contact with project and programme counterparts and with the programme unit in Jerusalem and the West Bank; • Financial management: the Programme Management Officer performs the functions of Manager Level 1rights in ATLAS for projects transactions approval and; • Ensures the integrity of financial systems, review budget requirements, implementing and monitoring of the programme, tracking use of financial resources in accordance with UNDP rules and regulations.
7.Facilitation of knowledge building and management in the area of Natural Capital and Environment: • Facilitation of policy dialogue on Environment and Natural Resources, Poverty Reduction/Livelihood issues with civil society, private sector and contributions to development of policies as relevant. • Sound contributions to knowledge networks and communities of practice through identification of best practices and lessons learned. • Training and capacity building support for UNDP staff and counterparts in Gaza on Environment and Natural Resources issues.
Impact of Results
The key results have an impact on the overall success of UNDP/PAPP programme and reaching results in Gaza. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

Qualifications : |
Education: Master’s Degree in Environmental Sciences, Environmental Management Planning or related fields.
Experience: Minimum of 5 years of relevant experience, in the environment and related fields, at the national or international level in providing management advisory services and hands-on experience in design, monitoring and evaluation of development projects. Experience in the use of computers and office software packages and handling of web based management systems. Experience in Climate Change Programmes and interventions at the national and local levels are an asset.
Language Requirements: Fluency in English and Arabic.
