Background:
The United Nations Volunteers Programme (UNV) jointly with the Centre for Women Legal Research and Consulting ( CWLRC),  are seeking the recruitment of a National UN Volunteer Specialist as per the below specified terms of reference that have been established for the vacancy.
The United Nations Volunteers (UNV) Programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.
In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UNV volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.
In all assignments, UNV volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UNV volunteers even more rewarding and productive.
CWLRC was established in Gaza upon the initiative of a group of lawyers and civil society activists who believe in the importance of enhancing women’s social and legal rights on order to attain equality, justice and, thereafter, democracy in the Palestinian society. In their vision, CWLRC aims to enhance women’s achievements of their legal and social rights and to better reinforce their role in building a Palestinian society that appreciates gender equality. The organization provides legal protection to women victims of any forms of violence as well as training and awareness raising to the society about democracy, gender rights and equality. The NUNV will be placed to provide support services to the organization as part of the Broken Families Project.
Description of Responsibilities:
Under the direct supervision of the Manager at CWLRC and the overall supervision of UNDP’s Rule of Law and Access to Justice Programme, the UNV volunteer will undertake the following tasks:
A. Coordination and Reporting
• Strengthen technical co-ordination with the three counterparts and ensure alignment of activities;
• Monitor and support the implementation of the joint annual work plan;
• Monitor project activities and expenditures according to timeline;
• Follow-up closely on programme implementation in order to identify delays and bottlenecks and     propose means for solving these;
• Support the development/implementation of a monitoring, evaluation and reporting framework;
• Organize bi-monthly coordination meetings for partners at which to discuss progress, risks and opportunities;
• Compilation and harmonization of narrative and financial reports of the three partner organizations and their translation into English;
• Prepare regular written status reports according to donor requirements;
• Organize internal briefings and workshops;
• Coordinate preparation of preliminary briefing paper;
B. Knowledge Sharing and Networking
• Coordinate and manage working relations between the three partner organizations;
• Facilitate institutional and technical learning on cross-cutting issues;
In addition UNV volunteers are expected to further promote volunteerism and engage in volunteering activities:
- Strengthening their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and taking active part in UNV activities (for instance in events that mark IVD);
- Getting acquainted with and building on traditional and/or local forms of volunteerism in the host country;
- Reflecting on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
- Assisting with the UNV Buddy Programme for newly-arrived UNV volunteers;
- Promoting or advising local groups in the use of online volunteering, or encouraging relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
- Contributing articles/write-ups on field experiences and submitting them for UNV publications/websites, newsletters, press releases, etc.;

Qualifications :
 
B.A degree in Business Administration, Business Management or Legal/Social Sciences;
- Strong financial management and budget monitoring skills;
- 3 – 5 years experience in donor reporting and coordination;
- Excellent reporting and writing skills in Arabic and English;
- Background/experience in gender/feminist issues highly desirable;
- Strong commitment towards gender equality and women’s empowerment;
- Fluency in both Arabic and English.
- Have affinity with or interest in humanitarian relief, post-conflict situations, volunteerism as a mechanism for durable development, and the UN System.
The assignment is intended for initial twelve months at a time (renewable depending on mandate, availability of funding, operational necessity and/or satisfactory performance).; the selected candidate will receive a monthly volunteer living allowance (VLA) intended to cover the basic needs and equivalent to $ 870 per month, In addition the selected candidate along with any recognized dependants will be covered under the UNV life, health and permanent disability insurance. The volunteer is entitled and upon satisfactory completion of the twelve months assignment, to the Resettlement Allowance.
