Background:
The United Nations Office for Project Services (UNOPS) is the largest service provider in the United Nations system, working on behalf of more than 30 UN departments and organizations. UNOPS Jerusalem Operation Center (JMOC) services the needs of the occupied Palestine territory (opt), working in harmony with the Israeli and Palestinian Governments, International Donors, UN Agencies, and others. As the implementing arm of the UN I JMOC manages development projects and provides specialized project-management services.
As part of Middle East/Emergency Response Division (EMO).The JMOC supports UNOPS service provision and Implementation in Palestine. The JMOC directly supports the Palestine Program. It provides a range of project management and related services to its clients and partners. The current projects combine logistics, procurement, contract management, personnel recruitment and administration/financial management, institutional reforms and governance strengthening, training, security technology, borders and crossings, and Infrastructure
Description of Responsibilities:
The Mechanical Services Chief Engineer will work under the supervision of the Infrastructure Project Manager;
Technical tasks:
-Review the mechanical designs for all Infrastructure projects in term of accuracy and suitability to overall design requirements, including Identifying improvements in the designs and be able to propose practical solutions.
-Ability to analyze and design processes in mechanical engineering as requested utilizing research, development, design and other mechanical devices
-Strong ability in reviewing the accuracy of the mechanical bill of quantities of the projects proposed.
-Strong ability in producing mechanical bill of quantities matching the international standards
-Ability in verifying technical specifications of mechanical products, apparatus, services and associated quality material
-Follow up the contractual obligation of the contractor on the site and secure the testing of the installed products in order to verify their quality as being an integral part of both design and manufacture.
-Co-ordinate the work with the Palestinian Water Authorities and other Palestinian authorities such as the MoPW&H, and the contractor and ensures that a good relationship is kept among all stakeholders of the project
-On the site, ensures that the work is done according to instructions, drawings and technical specifications as per contractual agreement and give the same support to site teams liasing with the Deputy PM and Project Engineers on projects.
-Approve quality of workmanship pertaining to mechanical and electro-mechanical activities.
-Check and approve material and equipment incorporated in the works.
-Check compliance with designs, specification and safety regulations.
-Give written corrective and guiding instructions to main contractor and sub-contractors.
-Measure, check, and record the executed works against payment request submitted by contractor and review measurement sheets for the periodic payment of the work.
-Coordinate with the counterpart and the contractor for the timely and smooth implementation of the project.
-Undertake minor infrastructure related mechanical design services.
-Liaise with the UNOPS Electrical Engineer on electrical engineering consultants commissioned to support designs works for construction.
-Develop minor Mechanical Engineering Bills of Quantities suitable for tender of minor works
-Review all mechanical engineering bills of quantities supplied by the designer prior to tender
-Identify the required building standards and specifications to support UNOPS M&E Engineering Designs for incorporation into ITBs and subsequent construction contracts.
-Produce program of works to identify all timelines for the implementation of M&E Works.
-Produce Mechanical Engineering design reports.
-Prepare estimates and prices for new project development works.
Administrative tasks:
-Prepares monthly progress reports as well as drawings when requested. Study and reports on contractors' claims and variation orders and immediately reports any problems I constraints arising in the progress of the Work and between stakeholders.
-Keep files for all site memos and instructions, measured quantities of work and material on site.
-Prepare Snag List for final project checking, prior to handover.
-Manage and supervise final commissioning and handover documents to clients.
-Ensure as-built drawings and maintenance manuals for the finished materials used in the works.
-Perform any other tasks relevant to the Infrastructure and Engineering Unit when required.

•Undertake full responsibility for the overview of all Mechanical Works to ensure the essential delivery of components required for the delivery and implementation of the Infrastructure Department Projects to time, budget and quality parameters, to be determined by the Project Manager.

United Nations Office for Project Services policies and procedure. is preferable but not required
Infrastructure Project Management, team management and skills development are essential
 
 
Qualifications :
At least 3 years experience as a Supervising Mechanical Engineer preferably in projects that contain a wide and diverse range of M&E Services including both design and project implementation.
-Sound knowledge in industrial equipment and machinery, heating/cooling systems particularly in the design and installation of HVAC systems.
-Work Experience with an international Organization and/or UN Agencies is an asset.
-Ability to analyze a situation and produce structured reports.
-Organizational and managerial skills, ability to communicate / negotiate.
-Ability to travel to all sites of assignment within the West Bank.
-Membership in the Palestinian Engineers Association is preferential

-Experience supporting teams in a complex and sensitive multi-cultural environment is required.

-Ability to work closely with other department heads and must possess the ability to see both the large and small picture.
-Work experience in a complex public sector environment, or at least in a highly regulated environment with an articulated governance model is preferable but not required.
Language Requirements:
Full proficiency in Arabic and English is a necessity with Hebrew being a distinct advantage.
