Background:
The United Nations Development Programme / Programme of Assistance to the Palestinian People (UNDP/PAPP) in cooperation with MoA, is seeking to recruit a competent Project Manager for Land reclamation, irrigation Systems and water resources management portfolio in the West Bank, The project aims to enhance agricultural land use and better accessibility to irrigation water in target areas.
Under the guidance and supervision of the Productive Capital & Poverty Reduction Team Leader, the Project Manager will be responsible for leading the project on a day-to-day basis and carry out all the necessary decision-making and follow up necessary to ensure effective and efficient delievey of the portfolio
Description of Responsibilities:
   Organization and Management of delivery of Results
-        Prepare stage and annual work plan (AWP) for the projects under the portfolio as well as quarterly plans.
-        Take the lead in implementing for delivery of results;
-        Supervise and monitor all project activities and insure proper implementation of all its components.
-        Monitor events as determined in the Monitoring & Communication Plan, and update the plan as required in close coordination with project staff;
-        Coordinates with the projects counterparts technical teams and provide direction and guidance to project team / responsible parties; 
-        Supervise and facilitate the day-to-day functioning of the Project Team.
-        Manage the financial resources for achieving results in line with the outputs and activities outlined in the project document and annual work plan;
-        Ensure that projects' outputs have been achieved as appropriate, the project is successfully closed and that project outputs are revisited during the programme evaluation process to assess the impact of project outputs on expected outcomes;
-        Manage the realization of project outputs through activities;
-        Liaise with the project team to assure the overall direction and integrity of the project;
-        Identify and obtain any support and advice required for the management, planning and control of the project;
-        Responsible for project administration;
-        Manage the transfer of project deliverables, documents, files, equipment and materials to national beneficiaries;
-        Closing of projects under the portfolio
-        Lead the development of project concepts and document to assist in the fund raising efforts for new initiatives in the field of agricultural &rural development and food security.
-        Represent UNDP in sector specific events and coordination activities
-        Report on UNDP contribution to the MDGs and related developmental indicators
-        Participate in the development of sector related knowledge products.
 Project monitoring and evaluation
-        Monitor the delivery status through conducting project monitoring field visits;
-        prepare progress updates and organize, correspondingly, quarterly and annual progress reviews
-        Manage risks, issues and problems and ensure implementation of corrective actions are taken as a results of M&E findings
-        Promotes dialogue and best practices among stakeholders
-        Ensure the implementation of the monitoring and evaluation plan, in a participatory manner
 Procurement and contract management
-        Ensure projects compliance with UNDP rules and regulations in the field and management of procurement processes including contractors and supplier selection and evaluation, quality management and performance measurement, in liaison with UNDP/PAPP procurement unit;
-        Liaise with any suppliers and management of contracts and legal implications in accordance with UNDP rules and regulations
-        Mobilize goods and services to initiative activities, including drafting TORs and work specifications;
-        Manage requests for the provision of financial resources by UNDP
-        Monitor financial resources and accounting to ensure accuracy and reliability of financial reports;
Project reporting
-        Produce timely reports – financial and progress reports – as required by the reporting system of the projects and as requested by the Team Leader.  
-        Prepare the Lesson Learned Report
-        Prepare final project report and process all other requirements for the project auditing, and final evaluation and closure of the project as per UNDP standard procedures.
-        Prepare and submit final Project Review Report and identify follow-on actions for consideration to the Project Board
-        Review incoming operational and financial reports in terms of completeness and formal correctness
-        Maintain and update UNDP reporting schemes
-        Ensure that all project deliverables and documents are noted and stored,
-        Ensure that the project is both operationally and financially closed in Atlas;
Policy advisory and partnership
-        Support national counterparts to develop policy, strategy and planning within the area of responsibility.
-        Develop technical advices related to UNDP’s programming and sector strategy development within the area of responsibility;
-        Establish knowledge management within the area of responsibility, including building best practices, lessons learnt, and related statistics
-        Play critical role in resource mobilization and ensure partnership with donors and stakeholders
-        Participate in meetings, seminars and workshops with local development practitioners, donors and stakeholders
-        Collaborate with critical partners and stakeholders in research and development of strategies and approaches to enhance delivery of their expected contribution.

The key results of the post strengthen UNDP/PAPP’s contribution to enhance food security, economic empowerment through agricultural and rural interventions, natural resources for use in agro-productivity and sector related policies and strategies in the West Bank

Qualifications :
Education:
-        Masters degree from an accredited university in Agriculture/ Development or in a related field;.
-        Professional Computer skills , (Word, Excel, Power Point, MS Project)
 
Experience:
-        A minimum of 3 years of practical experience at the national/international level in advisory, and project management and formulation,
-        A minimum of 2 years of  proven extensive experience in working with governmental and/or nongovernmental structures in the Agriculture/Water Sector in Palestine
-         Excellent interpersonal skills and proven networking skills, able to establish and maintain effective partnerships and working relations;
-        Experience in project design, formulation, and planning.
-        Experience with UN Agencies is an asset
-        Knowledge of UNDP’s Atlas system is an asset
-        Knowledge of UNDP’s rules, regulations, and procedures is an asset
 
Language Requirements:
-        Excellent Arabic written skills and ability to draft professional reports and correspondence.
-        Very good English language sufficient for communication with donors, and formulation of reports and correspondence material.
