Background:
The Al-Fakhoora Scholarship is a programme which aims to avail opportunities for Palestinian university-level students to actualize their professional and leadership potential by overcoming socioeconomic, political and cultural limitations and becoming enabled to productively engage in society. UNDP and its partners (IDB and HH Sheikha Moza Office), envision a 10 year long comprehensive programme that links the provision of 110 educational scholarship every year with supporting interventions such as economic empowerment for scholars’ families, career guidance, civic engagement, personal and professional development opportunities.
During the first year, HH Skeikha Moza Office allocated $1,190,330 for scholarships for 100 students. According to the agreement, IDB allocated $1,236,00 for economic empowerment interventions through DEEP covering both the cost of these interventions and the associated management costs. One hundred scholars were selected and awarded scholarships (this component was implemented by UNDP implementing partners YMCA and NATUF) and 85 families of these scholars received economic empowerment grants through DEEP. The IDB grant also allocated $240,000 for business development services to be delivered to scholars after their graduation.
In October 2010, UNDP, IDB and HHO signed an agreement for financing the second phase for a total of 4,422,203 split equally between IDB and HHO. This phase will include scholarships for 110 scholars, economic empowerment interventions for their households,  personal and professional development courses for scholars and student led activities. More importantly, this agreement allocates $600,000 for developing a career guidance component based on labour market assessment study.
In the first year, the project was managed by DEEP staff.  Recently, a separate project has been created for AlFakhoora under the DEEP award.  The current agreement allocates sufficient amounts for management. Additionally, the nature and number of activities associated with this year (and the remaining activities from the previous year) necessitate creating a post of project coordinator to manage and follow up on these activities.
The project coordinator will continue to coordinate closely with DEEP team to ensure the effective implementation of the economic empowerment interventions for the beneficiary households. Sh/He will also manage the relationship with the implementing partners, and supervise the implementation of major activities expected in the coming year which include conducting a labor market study, delivery of personal development and professional development courses and implementing a set of extra-curricular activities for scholars.
Under the guidance and direct primary supervision of the Deputy Team Leader/Programme Analyst for the Poverty Reduction and livelihoods and the secondary supervision of the Gaza Head of Office, the Project Coordinator in Gaza will lead the implementation of the project components with the support staff and works in close collaboration with the Deputy Team Leader and the Project Team to develop manuals and implementation tools to achieve the best implantation of the project and achieve all of its Goals and Objectives.
Description of Responsibilities:
Summary of key functions:
• Implementation of project strategies, policies, coordination and technical assistant 
• Implementation and follow up the sub-components of the Project in Gaza.
• Provision of top quality advisory services to the, Partner NGOs, Government and other stakeholders and facilitation of knowledge building and management Coordination

 Together with the Sub Recipients and Universities, coordinate and ensure timely execution of the Al Fakhoora supported programs in Gaza
Technical Assistance
 Provide technical assistance, when required, to the sub-recipients and implementing partners.
 Further develop the design of Al Fakhoora Scholarship Programme: Freedom to Learn and manage its gradual operation/implementation on the ground.
 Conduct a stakeholder analysis, employment mapping and labor market knowledge of the main local and regional duty holders and relevant actors in universities, career guidance services, vocational training centers, and leadership training and skills development.
 Review the planned actions of the individual Sub Recipients involved in the implementation of the Al Fakhoora grants to ensure delivery and compliance with UNDP/DEEP strategies towards the achievement of project outputs and outcomes in synchrony.
 Coordinate with the DEEP regarding the student selection and socio-economic monitoring of targeted households under the leadership of the DEEP project manager and following the recommendations of the DEEP Gaza Coordinator, poverty specialists, and the monitoring and evaluation officer.  
 Formulate terms of reference and specifications to carry out necessary assignments and missions to serve the project including the participation in project related screening, review and selection procedures.
- Coordinate and assist in the design implementation of the new empowerment/leadership training curricula, public awareness, advocacy multi-media campaigns and program’s branding under the guidance of DEEP program manager.
Monitoring and Evaluation (programmatic)
 Finalize and implement a monitoring and evaluation action plan for Gaza
 Follow up on performance indicators/ success criteria, targets and milestones
Financial monitoring
 Follow-up on Al Fakhoora-related financial expenditures, disbursements, budgets and work plans and ensure compliance with agreed budgets and targets
 Advise the PMU Financial And Administrative Officer on future disbursements to Sub-Recipients or of any issue which will imply financial reprogramming or adjustments
 In collaboration with the Finance and Administration officer, ensure timely payments.
Reporting
 Prepare quarterly financial and programmatic reports in close collaboration with the
-   DEEP PMU relevant officers.
 When required, prepare updates or briefings with regard to implementation of the Fakhoora Scholarship Program grant in Gaza
 
Partnership building
 Facilitate partnerships with a wide variety of governmental, non-governmental, multilateral and private sector organizations to strengthen programme achievements
 Contribute to the resource mobilization strategy by analyzing information on potential donors, identify opportunities for cost sharing, and support grant proposal formulation, submission, approval and implementation.
 

 Impact of Results
The key results have an impact on the success of project within specific areas of cooperation. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets, and achieving the success implementation of the project sub-component to reach all project goals and objectives.

Qualifications :
Education:
A bachelors  degree in education, socio-economic development, or any other related  discipline
Experience:
 At least Four years experience in the area of human development in the governmental/non-governmental organizations; preference will be given to candidates with managerial experience and leadership skills.
 A good knowledge of the employment sector, market needs, and the education and training sectors.
 Excellent use of  project management software and micro-soft applications
Language Requirements: 
Proficiency in both written and spoken English and Arabic, and the ability to present coherent and well structured analysis and articulation in both languages.
