Background:
Under the authority and guidance of the Special Representative and the  direct supervision of the Deputy Special Representative, the Strategic Research and Advisory Services Team (SRAT) Head advises Senior Management on Socio -economic policies and trends and relevant linkages to UNDP programmes in the oPt . The SRAT Unit Head provides analysis for formulation of strategies and briefings to Senior Management. The SRAT Unit Head works closely with Government counterparts to identify alternative socio-economic policy options and to enhance the policy impact of UNDP projects and programmes. The SRAT Unit Head monitors socio-socio-economic policy developments and advises the Special Representative and other members of the UNDP and its partners on policy issues. He contributes to UNDP’s policy dialogue with the Government and donors. 
 
The SRAT Unit Head leads and supervises a team of UNDP experts, international and national consultants and project staff. The SRAT Unit Head maintains a network with colleagues from UNDP, UN Agencies, IFIs, Government officials, multi-lateral and bi-lateral donors and civil society.
Description of Responsibilities:
1 - 1 - Provides advice and support to UNDP management, programmes and projects focusing on achievement of the following results:
 
·          Compilation, analysis and interpretation of socio-economic and statistical data, thorough research of the development issues in the country and production of relevant reports aimed at promoting equitable socio-economic and human development.
·          Provision of top quality analysis and substantive inputs to CCA, UNDAF, CPD, CPAP and other strategic documents.
·          Provision of authoritative advice on possible areas for UNDP support and adjustment of on-going programmes to ensure that UNDP programmes are in line with national policies and priorities.
·          Selection of strategic research topics, surveys and/or case studies.
·          Production and launch of socio-economic reports, including National Human Development Reports.
·          Formulation and facilitation of UNDP inputs and CO support to national poverty reduction efforts and poverty monitoring, including of the MDG
·          Direct participation in sub-regional, regional and inter-agency initiatives related to development issues.
 
2 - Provides advice to Government counterparts and facilitation of knowledge building focusing on achievement of the following results:
 
·          Facilitation of policy dialogue on socio-economic issues with the Government, donors, civil society, private sector; contributions to development of policies as relevant.
·          Provision of policy options, particularly from pro-poor perspectives, on socio-economic and development issues to governments and other development actors.
·          Sound contributions to knowledge networks and communities of practice through identification of best practices and lessons learned.
·          Assessment of the country’s -socio-economic policies and their impact on poverty reduction, growth, equity, etc.
·         Training and capacity building support for UNDP staff and Government officials on socio-economic issues.
 
3 - Advocacy and promotion of awareness of UNDP’s mandate and mission focusing on achievement of the following results:
 
·         Policy advocacy for the Millennium Development Goals, Human Development and pro-poor and equitable economic growth by participating in relevant forums, conferences and trainings.
·         Production of high quality research papers for UNDP presentation at international workshops and conferences.
·         Support to monitoring progress and formulation of strategies towards the achievement of the Millennium Development Goals.
·         Management of events and publications on socio-economic issues, including annual Global Human Development Reports launches in the country, advocacy of the main Reports findings among relevant Governmental agencies, civil society organizations and donors.
 
Impact of Results:
 
The key results of the post strengthen UNDP’s contributions to the national policy dialogue and enhance the
policy impact of UNDP programmes and projects. In particular, the key results have an impact on the
design of programmes, and creation of strategic partnerships as well as reaching resource mobilization
targets. The post increases visibility of UNDP in the discussion about socio-economic policies and analysis.

Qualifications :
Education: 
Master Degree in Social Sciences  or equivalent academic engagements
 
Experience:
  • A minimum of 7 years experience in public sector/socio-economics/governance with a focus on Human Development, with at least 3 years working in an international development setting. Additional experience in civil society related work an advantage
  • Familiarity with program and project management, resource mobilization, monitoring and evaluation, as well as process facilitation
  • Knowledge of the UN system
  • Work experience and knowledge of the Palestinian context is a must
  • Familiarity with emerging issues in the field of human development is essential for this position, which also requires knowledge of recent developments within the Arab Region and internationally
 Language Requirements: Fluency in Arabic and English.
