Background:
UNDP/PAPP (Programme of Assistance to the Palestinian People) is seeking suitable candidates for the position of Gender and Juvenile Justice Analyst to be based in Ramallah. Under the guidance and direct supervision of the Chief Technical Specialist/Programme Manager, the Gender and Juvenile Justice Analyst will contribute to the implementation of a multi-year Rule of Law & Access to Justice Programme: Supporting Rule of Law and Access to Justice for the Palestinian People (2009-2012).
Since 2004, UNDP/PAPP has worked on developing the infrastructure of the Palestinian Authority’s justice system and has focused on institutional capacity development of the High Judicial Council and the Attorney-General’s Office. A UNDP/BCPR mission carried out in February 2009 recommended that UNDP/PAPP undertake an expanded programme for this sector to fill the gaps through significant and more substantive changes in the scope, structure and size of its interventions. The new programming framework will extend support for institutional capacity development to the Ministry of Justice and develop a comprehensive access to justice strategy engaging actors at all levels, including the Palestinian Bar Association, universities, civil society organizations and other grassroots initiatives.
Efforts will be directed towards strengthening the institutional capacity of the Ministry of Justice, extending the reach out of legal aid services and legal awareness programmes throughout the occupied Palestinian territory (oPt), setting up the foundation for work with civil society in Gaza, improving gender justice and juvenile justice systems and exploring modalities for engagement with the informal justice systems and its linkages with the formal system. Assistance will also be provided to enhance public confidence in the justice system. In doing so, efforts to support networks of legal professionals and provide models for harmonization of the various existing legal systems in the oPt will be made.
The Gender and Juvenile Justice Analyst will be responsible for the implementation and delivery of the programme’s output 3 (Gender and juvenile justice improved) in the oPt. In his/her capacity, the post-holder will provide overall advisory support and technical guidance on gender justice & juvenile justice.
 
Description of Responsibilities:
Under the supervision of the Chief Technical Specialist/Programme Manager, and in close cooperation with other team members, the Gender and Juvenile Justice Analyst will be responsible for, but not limited to, the following duties:
• Work closely with the Ministry of Justice and the Ministry of Women’s Affairs to assist in developing a gender justice strategy and action plan to be adopted and implemented.
• Focus on the existing studies/information on gender justice- and juvenile justice-related legislation and assessing the compliance with international standards, in close consultation with other partners working in this field (e.g. UNIFEM, UNICEF, EUPOL COPPS).
• Assist the Ministry of Justice in organizing a conference on gender justice and provide technical support to implement the recommendations of the conference.
• Participate in the provision of scholarships to law students with a view to ensuring gender-sensitive selection process and monitor the impact of the scholarship initiative, in particular, for female recipients.
• Work closely within the institutional framework of the National Steering Committee on Juvenile Justice to assist in developing a juvenile justice strategy and action plan.
• Pilot audit processing of gender-based violence and juvenile cases in partnership with communities and civil society organizations.
• In close cooperation with the Monitoring and Evaluation Analyst, develop a monitoring system to assess the performance of the justice system with regards to international standards on gender justice and juvenile justice.
• Monitor gender-based violence and discrimination and hold periodic dialogue with the relevant Ministries and other national partners.
• In close collaboration with the Access to Justice Analyst, strengthen and support local communities’ confidence in access justice mechanisms so as to ensure the commitment of local authorities and community leaders to report cases of sexual assault and domestic violence and ensure protection of victims and their families.
• Organize public consultation sessions on the findings of the pilot audit and collect recommendations.
• In partnership with civil society organizations, youth groups/networks and university students, conduct awareness-raising campaigns on women and children’s rights.
• Facilitate meetings and dialogue on gender justice with national stakeholders, especially involving men and boys.
• In alignment with MDG Fund for Women, co-develop training materials and co-host training sessions for legal professionals on juvenile justice and gender justice, including gender based violence in compliance with international standards.
• Be a resource person for other UNDP/PAPP’s projects and programme in close consultation with UNDP/PAPP’s Social Development and Gender Advisor.
• Provide monthly reports to Chief Technical Specialist/Programme Manager and liaise with Gaza-based programme staff on a regular basis.
• Perform other duties as and when required by the Chief Technical Specialist/Programme Manager.

Qualifications :
Education
 • Master’s Degree in law, political science, social science or in a related field.
Experience
• 2-3 years of progressively responsible experience in relevant fields, preferably in the oPt, including at least 1 year working on gender justice- and/or juvenile justice-related issues.
• Formal qualifications and/or operational experience in gender and juvenile justice.
• Sound and proven management skills, training experience, strong leadership, people development skills and proved ability to work inclusively and collaboratively with counterparts in a complex political situation desirable.
• Experience of working with public institutions as well as with community organizations and civil society desirable.
• Strong analytical skills with the ability to deal with a range of complex legal issues would be an asset.
• Experience in programme/project planning and implementation as well as monitoring and evaluation of projects is essential.
Language requirements
Fluency in Arabic and English, including excellent writing skills.
