Background:
The United Nations Office for Project Services Jerusalem Operations Centre (UNOPS JMOC) was established in East Jerusalem in late 2006. Its aim is to provide the United Nations sister agencies and the humanitarian and development sectors within the occupied Palestinian territory with professional project implementation services.
The Prosecution Refurbishment and Procurement Initiative (PRPI) Project is being implemented by JMOC and constitutes one facet of a larger CIDA-funded project being undertaken in the PA to support the Office of the Attorney General (OAG) and the Public Prosecution Service.  This larger project is entitled “Sharaka”, an Arabic word connoting trust and partnership. The Sharaka project is a 5-year program of assistance directed at enhancing the operational effectiveness and the management and organizational capacity of the OAG and the Public Prosecution Service, while building a sustainable foundation for the development of those institutions and the Palestinian justice sector more generally.
The PRPI Project will satisfy a substantial part of the operational component of the Sharaka project by supplying concrete and tangible support to the PA through the provision of equipment, vehicles and the outfitting of offices, ultimately contributing to the protection and promotion of the rule of law in a democratic society. Four categories of support have been identified that would address the most pressing operational needs: (1) retrofitting the new OAG office building in Ramallah; (2) providing the OAG office space with furniture and computer equipment and systems; (3) providing the Public Prosecution Service district offices with furniture and computer equipment and systems, (4) connecting the Attorney General’s office in Ramallah and district prosecution offices with video-conferencing equipment, providing secure evidence storage facilities, and  providing vehicles.
The Project Assistant will report directly to the Project Officer. The Project Assistant will liaise regularly with UNOPS finance and support staff to ensure smooth administration, payment, and financial support with regards to the project. 
Description of Responsibilities:
Arrange appointments between the Project Officer and relevant counterparts.
Assist with the preparation of procurement specifications.
Administration 
Serve as the point of contact between UNOPS support staff and project management on daily practical issues related to the implementation of the project;
Serve as the point of contact for the project’s administrative and operational needs;
Develop and maintain project files to include agreements, budgets, contracts, documentation on procurement and financial transaction, quarterly and annual reports to UNOPS, and other relevant project documentation;
Develop and maintain files relating to project specifications, requisitions and task orders, as required;
Assist with developing and maintaining an inventory tracking system, in conjunction with the Logistics Specialist;
Assist with HR aspects of the project, i.e. ensuring time sheet and leave requests are filled in an accurate and timely manner and submitted to central HR office;
Assist with project procurement planning and needs assessments, in accordance with the approved budget and UNOPS Rules and Regulations;
Oversee day-to-day vendor contract management post-award;
When required, escalate contract management issues to the Project Officer and central operations office; and
Finance
Create requisitions and other documents as required to initiate the processing of project payments;
Assist the Project Officer with managing the project budget; tracking and expediting payments and ensuring that financial transactions are finalized, reported on and within the approval budget; and
Participate in periodic finance/budget reviews with central office.
Reporting /Communications
Attend various meetings with the Project Officer, providing Arabic to English (or vice versa) translation if/when needed;
Translate documents from Arabic to English and vice versa, as required;
Follow up with UNOPS personnel, project stakeholders, suppliers, and others as appropriate.
Assist the Project Officer with coordination matters liaising with project stakeholders and others as appropriate.
Assist the Project Officer with preparing timely reports as required, including reports to project stakeholders as well as UNOPS’ internal reports; and
Contribute to the preparation of project PR materials, including photographs, success stories, and short articles.

Qualifications :
Education:
Bachelor Degree Equivalent in Business Administration, Finance, Economics, International Management or other relevant discipline, is an advantage
  
Experience:
At least 3 years of work experience in administration, project management, finance, human resources, or a related area;, Work experience with the UN and or other international organizations would be an asset;
Experience with reporting writing and donor communication is strongly desirable; andď‚§Technical report writing and communications experience would be an asset.
Eager and willing to learn and develop professionally; and
Knowledge and familiarity of project administrative areas including finance, human resources, procurement, and reporting
 
Language Requirements:
Proficient in both the English and Arabic Language, spoken, written and comprehension.
