Background:
Upon the Israeli cabinet decision to ease the blockade on the Gaza Strip and permit the construction materials to enter the Gaza Strip for the international organizations’ projects and to be controlled by these organizations, UNDP has rented a storage facility at Karni Industrial Area to be used for the construction materials of its construction projects in the Gaza Strip before sending these materials to the Project site. The Duty Station of the Storage Manager will be UNDP Gaza Office, and the work place will be Karni Crossing, while the incumbent will report to the National Access Coordinator in the Gaza Strip.
Description of Responsibilities:
·         Receive all the UNDP construction materials and other dual use items and equipment entered for the use of UNDP implemented projects.
·         Report on the quality, quantity of the received materials and ensure that quantities dispatched as per relevant documents match with quantities received and endorse documents.
·         Maintain clean and pest-free storing conditions through the hired supporting staff.
·         Establish and implement good warehousing practices.
·         Supervise the off loading and stacking of the materials and equipment, follow up tracking of these materials and equipment in pipeline and report the same to the appropriate personnel including the National Access Coordinator.
·         Control incoming materials by physical counts, random weight checks, etc.
·         Sign waybills of received and dispatched cargo;
·         Dispatch goods on request against official and approved documentation and submitted by the project teams.
·         Keep updated records on stack cards, and computer inventory lists.
·         Make periodic physical inventory checks.
·         Liaise with the National Access Coordinator and Project Teams on matters pertaining to logistics.
·         Assist with logistics operations including all logistics assets in order to ensure timely and cost-effective delivery of UNDP cargoes coming from the different Crossing Points.
·         Follow the movement of materials and equipment for the project sites and local factories of construction items.
·         Prepare adequate quality reporting on timely manner and ensure that internal control systems are functioning and that all relevant records of materials are maintained.
·         Assist in contingency planning and logistics preparedness reviews.
·         Supervise any appointed warehouse staff members such as cleaner/and or assistants.
·         Perform other related duties as required.

The key results of the post strengthen UNDP/PAPP’s contribution to the Access Coordination efforts in Gaza.
 
Competencies :
·         Excellent computer use (Word, Excel and Access).
·         Ability to extract, interpret, analyze and format data and to resolve operational problems.
·         Ability to work with minimum supervision; to supervise and train support staff, and to work effectively with people of different national and cultural backgrounds.
·         Ability to work with accuracy under time constrains and pressure, and to have a high sense of confidentiality, initiative and good judgment.
·         Good administrative and supervisory skills; ability to plan and organize work and to train and motivate support and administrative staff in a country office.
·         Excellent communication and coordination skills.
·         Knowledge of the UN logistics and procurement rules and regulations is an advantage.
Qualifications :
Education
BA university degree in management, business administration, or accounting. Valid driving license.
 
Experience
Minimum of 6 years of progressively responsible support experience including at least two years in the field of shipping, distribution management, store management, or operations.  Experience with an international organization is an asset.
Language Requirements
Fluency in Arabic and English languages both spoken and written, very good knowledge in Hebrew language will be an asset.
