Background:
 
Since the imposition of the blockade on Gaza in 2006, the infrastructure support operations and projects of the UN agencies and partners in Gaza have been dormant or suspended due to access restrictions and, therefore, no meaningful construction activities were possible. The need for infrastructure projects increased considerably further to the Cast Lead Operation, which resulted in large scale destruction of socio-economic, public and private infrastructure. The result is a protracted humanitarian and early recovery crisis. With the recent Israeli Cabinet decision to relax certain aspects of the closure policy on Gaza, resulting in the likely opening of access of goods and materials through international projects, UNDP must be prepared to address considerable access coordination challenges.
 
UNDP, as a key development and infrastructure recovery operator in the Gaza strip, is increasing its capacity to expediently coordinate with the relevant authorities (Palestinian Authority, Israeli Authority/MOD-COGAT, etc.) for the accountable and expeditious access of building materials into Gaza. This requires logistics, coordination, problem solving, and movement of goods management expertise. This applies for all construction materials and goods requiring prior approval from the Israeli authorities, and other materials as deemed necessary by the organization.
 
This incumbent works under the overall supervision and authority of the UNDP Special Representative and the direct supervision Deputy Special Representative (Operations) in matrix management with the Head of the Gaza Office, and guidance and support from the Deputy Head of Office, Gaza.
 
The incumbent ensures all logistical and access coordination functions, including the management and control of UNDP/PAPP warehoused materials, warehouse management, distribution and monitoring of supplies entering the Gaza strip from Israel. The incumbent ensures continuous coordination and facilitation with Israeli authorities on access of goods and materials for UNDP projects in Gaza and guarantees full accountability of UNDP for transportation, storage and end-use of materials at project sites.
 
Description of Responsibilities:
Overall, the incumbent must understand the conflict setting within which UNDP operates. This will require relationship mapping of key stakeholders (local authorities, UN, IDF and others) likely to influence on the logistics and access coordination functions of UNDP.
 
In addition, the incumbent should have the ability to coordinate with the IDF, local authorities, contractors and other relevant partners regarding authorizations and access coordination. Furthermore, the incumbent will need to be proficient in threat assessment; logistics project administration, risk mitigation, planning, etc.
 
In general terms, the incumbent will be required to:
 
  • Design and lead the implementation of the logistics & supply management function of UNDP PAPP Gaza by ensuring most appropriate logistics system for importation, inventory control, warehousing and distribution of supplies and equipment to warehouses, and project sites in Gaza.
  • Master the process of materials movement from Israel to the Gaza strip, including: materials control at border crossing areas, movement into UNDP warehouse or contractors facilities, logistical transfers through border crossings, security management, communications, logistics, etc.
  • Ensure accountability for transportation, storage and end use of materials from the starting point in Israel till the delivery to the Project sites.
 
Specifically the incumbent will be required to perform the following functions:
 
  • Based on consultations with Israeli Authorities, advise on and review import schedules prepared by contractors in coordination with UNDP procurement and engineering teams.
  • Coordinate on a day-to-day basis with the Israeli Government on issues related to movement of goods and materials into the Gaza Strip.
  • Design and put in place a system for checking and verifying consignments against agreed upon lists and schedules upon entry into Gaza.
  • Organize the secure transportation of goods in Gaza to warehousing or project site facilities.
  • Design the system for the appropriate management of the UNDP PAPP warehouses in Gaza and establish the necessary systems to secure control and monitoring of goods that are stored therein.
  • Design and put in place a system for the appropriate monitoring of the end-use of the provided supplies and equipment at project site.
  • In coordination with UNDP programme communicate detailed reports to Israeli authorities on usage of materials approved into Gaza.
  • Liaise with security units of the UN, UN Access Team, UN agencies (as appropriate), the IDF and national counterparts.
  • Recruit and train personnel required for the management of the designed system; deploy personnel for the following access and monitoring functions: Crossings, back-to-back delivery, transportation in Gaza, warehousing, project sites.
  • Undertake regular field visits to all projects sites, contractors’ facilities and warehouses to monitor storage facilities, supply movements and inputs.
  • Propose corrective actions to improve logistical procedures.
  • Interact with the Programme and Operations Sections in the preparation of supply status reports, required for donor reports, budget reviews, programme analysis, annual reports.
  • Ensure adequate data collection, analysis and reporting.
  • Perform any other duties as required by the supervisor, within the framework of the profile of this post.

The key results will be translated into enhanced access of UNDP project related materials, personnel and goods, leading to increase delivery of large scale infrastructure programmes and benefits for the Gaza population

Qualifications :
Education:
A Masters Degree in Administration and/or Logistics or other related field. Additional years of relevant work experience, preferably in combination with a relevant bachelor’s degree, may substitute for the requirement for a master’s degree.
 
 
Experience:
Minimum of 7 years of relevant professional work experience in supply/ logistics/Warehouse management, access control, security, with 5 years experience of complex logistics management of relief programs at national and international levels. Previous experience of similar complex operations and prior exposure to crisis or humanitarian contexts are considered important assets. Demonstrated experience and exposure in the UN system will be considered an asset. Knowledge of UN policies, procedures and operations relating to MOSS, Logistics etc. will also be seen as an asset.
 
 Language Requirements:
Fluency in written and spoken English is required. Knowledge of Arabic and/or Hebrew is an asset.
