Background:
The United Nations Office for Project Services Jerusalem Operations Center (UNOPS JMOC) was established in East Jerusalem in late 2006. Its aim is to provide the United Nations sister agencies and the humanitarian and development sectors within the occupied Palestinian territories with professional project implementation services.
 
JMOC is currently engaged in the delivery of several Infrastructure projects in support of the Palestinian Authority and the people of the occupied Palestinian territories.
Description of Responsibilities:
The Electrical Engineer is responsible for assisting with all construction management tasks required to ensure timely, cost effective, safe and quality delivery of the project. He/she reports to the Project Manager and may be required to assist in the following tasks;
•Providing quality assurance oversight.
•Translation written/spoken Arabic, English
•Ensuring works are carried out in accordance with contracts, specifications, drawings and etc
•Problem solving in a timely manner
•Assist in preparing bid documentation
•Participating in bid analysis
•Assist in preparing monthly project reports
•Overseeing technical aspects of contracts and provide guidance to contractors where required.
•Maintenance of the following project documentation
i. Payment register
ii Variation register
iii. Site safety inspection register
iv. Site diary
v. Instruction to contractor register
vi. Drawing register
vii. Visitor register
viii.Sample approval register
ix. Progress photos
•Providing assistance in planning and documentation for future phases of the project as directed by the Infrastructure Project Manager. Including activities such as
i. Estimations
ii.Producing Bill of Quantities/Specs/Drawings
 
•Serve as UNOPS representative on the project site, monitoring all site activities ensuring
O UNOPS interests are maintained at all times,
O PM is fully aware of works status and issues,
O Anticipating or identifying project issues and developing solutions,
O liaison between construction manager and onsite contractors and UNOPS,
•Monitoring activities onsite to ensure all actions of all parties are in the best interest of UNOPS and no collusion occurs
•Assisting construction management team with problem solving
•Signing off on measured quantities
•Approval of project samples and maintenance of sample register and store
•Approval of materials testing certificates and registers
•Setting OH & S example on site through exemplary behavior and identifying deficiencies
•Conducting weekly OH & S site safety inspections in conjunction with Construction Manager
•Conducting contractor quality audits
•Maintenance of project status photos
•Monitoring contractor programs and progress. Informing project manager of status
•Inspecting all electrical systems (LV & Data, MV/ HV Works, Street lighting & Building systems)
•Preparing contract variation requests for signature by project manager
•Preparing instructions to contractors for signature by project manager
•Ensuring Project Manager fully aware of all project issues through daily status emails and regular face to face debriefing
•Providing technical support to other members of the project team as needed
•Liaise with design and contractor offices as required
•Carrying out other tasks as assigned by the project manager.

Qualifications :
Education:
• Bachelor’s degree or accreditation in Electrical Engineering from a reputable university.
 
 
Experience:
• At least three years of relevant experience, including a minimum of 2 years based on a construction project, in addition to working in an Electrical Consultancy
 
Language Requirements:
•Fluency in both English and Arabic is essential.
