Background:
The UN system in the oPt comprised of twenty two resident entities is in the process of strengthening communication of its programmatic work in the occupied Palestinian territory (oPt) especially on the medium to longer-term recovery and development track as articulated in the UN Medium Term Response Plan (MTRP). This will be primarily through the United Nations Communication Group which was created in 2009. In this context, the position of a Communications Advisor is being created to support these efforts.
Description of Responsibilities:
Under the direct supervision of the UNCT Coordination Officer (UNCT), second reporting lines to the Chief, Public Information Unit and the Chief, Coordination Unit and working closely with all UNCG members, the incumbent will perform the following functions:
 
1.      Provide support to the planning and design of a UNCT internal and external communications and advocacy strategy focusing on achieving the following results:
 
i.        Draft UNCT communications and advocacy strategy and work plan.
 
ii.      Support implementation of the annual UNCT communication and advocacy work plan.
 
iii.    Analyse requirements and synthesize proposals to integrate advocacy and communication strategies into all aspects of the United Nations Medium Term Response Plan procedures and processes.
 
iv.    Track latest developments in UN reform in the media strategies with potential applications to the oPt.
 
2.      Support forging a UN image by enhancing outreach activities, and publicizing significance of local UN reform efforts, joint programmes, common services, organizing and implementation of joint UN information campaigns (UN Day, World Aids Day, etc).
 
i.        Cultivate and maintain effective working relationships with government, donors, civil society, media, and other relevant partners and identify opportunities for advocacy and communication partnerships. 
 
ii.      Effective responses to inquiries for public information materials.
 
3.      Coordinate the development of published materials on UN system-wide development work, in collaboration with agency media focal points, focusing on achievement of the following results:
 
i.        Design and draft UNCT communications material for example UNCT at a Glance.
 
ii.      Work with Agency media focal points to identify elements and draft inputs to public
                  materials including storylines and articles on key issues.
 
iii.   Support the Coordination Officer with the drafting of speeches, talking points for the
      Resident Coordinator on inter agency initiatives.
 
iv. Review translations from English to Arabic and to ensure the highest quality assurance.
 
4.      Support the design and maintenance of the UNCT website, in particular preparing and updating content for the website to ensure consistency of messaging and materials. 
 
5.      Perform other tasks as requested.

Qualifications :
Education: Advanced degree (MA) in communications, journalism, international relations or social sciences. 
 
Work Experience: Minimum of two years work experience in public information, public relations, communications or advocacy with at least 1 years of this experience in an international development/humanitarian setting. Experience in the usage of computers and office software packages, as well as good knowledge and experience in management and maintenance of websites. Experience in video production, video editing and/or Graphic Design an advantage. Knowledge and experience working with UN system desirable.
 
Languages requirements: Fluency in English, Arabic and Hebrew.
