Background:
Shortly after the end of the Israeli “Cast Lead” military operation that brought considerable suffering to the civilian population and major destructions to civilian infrastructure of the Gaza Strip, the Palestinian National Authority, based on a needs and damage assessment spearheaded by UNDP in collaboration with UN agencies, local authorities and national NGOs, put forward the Palestinian National Early Recovery and Reconstruction Plan for Gaza. The Plan was launched at the Sharm El-Sheikh Donor Conference on 2 March 2009 and received USD 1.3 bilion worth of pledges from international donors.
 
In response to the Plan, UNDP, in its role as Early Recovery Cluster /Network Lead, worked with a wide range of international and nationals partners to formulate a multi-stakeholder early recovery response framework that laid out the interventions required to respond to the recovery needs of the Gaza Strip. UNDP also worked throughout 2009 to follow-up the implementation of the PNERRP and to advocate for and mobilize partners around early recovery objectives.
 
UNDP also formulated its own Gaza Early Recovery Strategy as a framework document for its activities in the Gaza Strip for the coming two years (2009-2011). The Plan is designed to maximize the immediate impact of UNDP’s work in the Gaza Strip while laying the ground for longer term development goals, based on the PAPP Mid Term Strategic Framework (2008-2011), which itself is supporting the Palestine Reform and Development Plan (2008-2010).
 
The continuing blockade of the Gaza Strip is the main obstacle for Gaza’s recovery. More than a year after Israel ceased its military operations in Gaza, more than 75% of the damage inflicted on buildings and infrastructure remains un-repaired. Notwithstanding the above, the UNDP “One Year After” report also shows that, despite these difficult circumstances, the Gaza Strip is slowly recovering from the impact of the Cast Lead Operation. Gazan organizations and individuals as well as a number of international partners have implemented repairs to damaged facilities and, in some sectors, have returned services to their pre-Cast Lead level.
 
To better coordinate these current and forthcoming early recovery efforts in the Gaza Strip, map current interventions against needs highlighted in the Palestinian Plan (PNERRP) and advocate for early recovery in a more efficient manner, an Information Management Officer is needed in the UNDP PAPP office in Gaza. The IMO will report directly to the UNDP Gaza Head of Office and work under the technical supervision of the Early Recovery Advisor. The IMO will work in collaboration with other UN Agencies, Cluster Leads, national and international NGOs, universities and research institutes, local authorities and the Private sector, as well as with OCHA information management colleagues in Gaza and the oPt.
Description of Responsibilities:

1.      General ER Information Management – data and information collection on the status of Early Recovery in the Gaza Strip

 

  • In coordination with the Early Recovery Advisor, liaise with all early recovery partners, UN agencies, Cluster / Sector working groups, national and international NGOs, research institutes and universities, local authorities and the Private sector to collect updated information on the status of early recovery in the Gaza Strip.
  • Identify new early recovery partners, track new recovery initiatives, and follow-up on early recovery progress.
  • Provide UNDP Senior Management and the Early Recovery Advisor with regular updates on the state of early recovery in the Gaza Strip.
  • Ensure consolidation and dissemination of early recovery information, facilitate reporting and exchange of information with partners and provide support for up-to-date information flow through electronic and other media
  • In collaboration with all partners, identify and support collection and maintenance of updated baseline datasets pertinent to the early recovery process, identification of authoritative sources of key statistical data (social statistics) and promoting their use among development and humanitarian partners.
  • Adapt existing and/or develop new coordination tools and dissemination options in partnership with other UN agencies and other humanitarian agency partners
  • Perform general IM tasks, convene and participate in coordination meetings, write up minutes, update contact lists, prepare briefing kits, etc.
  • In partnership with government and non-government actors assess the emerging information needs for Early Recovey, especially in Gaza.
  • Perform any other task as deemed appropriate by the UNDP Gaza Head of Office, in consultation with the Early Recovery Advisor.

 

 

2.      Promotion and publicizing of interventions of ER partners and of Gaza self-recovery initiatives:

 

  • In coordination with the Early Recovery Advisor and the UNDP PAPP Communications Office, and based on information collected under point 1., identify and propose relevant early recovery updates for publication and dissemination, using various means, but in particular through the early recovery page of the UNDP PAPP website
  • Develop information products for publicizing early recovery related information in the Gaza Strip, including data and statistics, sectoral updates, but also using photographic or audio and video support
  • In coordination with UNDP PAPP programme analysts in Gaza, UNDP project managers, and early recovery partners, identify communication opportunities for promoting early recovery in the Gaza Strip.
  • In coordination with the Early Recovery Advisor and the UNDP PAPP Communications Office, liaise with media outlets in the Gaza Strip or visiting journalists to promote the early recovery agenda in media reporting

 

 

  1. Development of advocacy tools and messages for ER in the Gaza Strip:

 

  • In coordination with the Early Recovery Advisor and based on information collected under point 1., identify opportunities and participate in the development of key advocacy products for early recovery in the Gaza Strip
  • Liaise with information management officers of OCHA and other clusters, to develop joint advocacy messages and reports for early recovery in the Gaza Strip
  • In coordination with the Early Recovery Advisor, help supervise the work of commissioned consultants and research institutes for the development of reports and studies. Review draft reports and recommend changes. Follow-up implementation of recommendations.

 

 

  1. Support to monitoring and evaluation efforts (UNDP, MTRP, CAP):

 

  • Ensure that the information collected under point 1. is disseminated and shared with relevant partners and help constitute agreed upon baseline sets for monitoring and evaluation purposes
  • Assist the Early Recovery Advisor in the inclusion of the ER developed baseline sets in key coordination and planning
  • Recovery documents, such as the MTRP and the CAP
  • Assist the Early Advisor in using the relevant baseline sets to advocate for the early recovery agenda in humanitarian and development coordination for a

 

  1. Support to programme and programme staff in Communications activities

·         Assist in provision of technical advice to Gaza Office of advocacy and communication activities for the PAPP Programme, in line with the communications strategy. Compilation, monitoring, and implementation of agreed areas of communication and advocacy work plans

·         Assist in arrangement/documentation of field visits for media teams, donors and other special interest groups, in liaison with the Programming Units

·         Assist the communications in providing information to update the corporate UNDP/PAPP website and intranet.

·         Maintain adequate network of national media contacts, communications contacts within UNDP/UN, and international media partners to promote UNDP/PAPP programme and advocacy activities.

 

 IV. Impact of Results

 

The key results have an impact on the success of the Early Recovery Cluster/Network by supporting UNDP as Cluster Lead in the planning, programming and implementation of the Cluster’s activities, as well as strengthening the overall coordination of early recovery activities

Qualifications :
Education:
Advanced university degree (Masters Degree or equivalent) in:
 
·         Social Sciences (International Development, International Relations etc.),
·         Business Administration (Information Management or Computer Science),
·         Management (Information Management or Information Systems),
·         Geographical Information Science, A combination of relevant academic background (at least a first level university degree, i.e. Bachelor’s degree or equivalent) and extensive relevant professional experience in a related area may be accepted in lieu of advanced university degree.
 
Experience:
·         Minimum of two years of progressively responsible experience in information management or a related field; experience both at the national level and international level in large organizations with dispersed operations and/or in the public and private sector preferred (seven years’ experience if candidate holds Bachelors Degree or equivalent).
·         Demonstrated and proven experience in use of information management systems is desirable, but not essential.
·         Experience working within the UN system or within Cluster system.
·         Experience in the application of information management in humanitarian response and recovery operations (complex emergencies and/or natural disasters) is desirable, but not essential.
