Background:
Solid waste services provided by the Gaza Municipalities and Service Councils have been deteriorated very rapidly as a result of the imposed economic siege on the Gaza Strip. Currently, the average solid waste collection rate is estimated at less than 65 %. All solid waste produced by the population is disposed of at 3 official disposal sites which have reached its capacity since year 2008. As a result the municipal solid waste is being dumped at random dumping sites closed to the residential areas.
 
The project comes as immediate needs aiming at improving solid waste management services in the Gaza Strip through upgrading the capacity of the Gaza 3 official dumping sites; increasing solid waste primary collection rate and promoting cost recovery through establishing composting facility.
 
The project is funded by the Government of Japan and will be directly executed by UNDP/PAPP in coordination with the Palestinian Environmental Quality, Solid Waste Service Councils and Gaza Municipalities.
 
Under the guidance and technical supervision of the Environment and Natural Resources Programme Analyst, The Project Manger (PM) will ensure that project’s results are delivered and achieved within the approved timeframe and budget, while allowing smooth and efficient implementation and management of the project in line with UNDP rules and procedures. The PM will assume the following functions:
Description of Responsibilities:
1.                   Organization and Management of delivery of Results
-          Prepare stage and annual work plan for the project and based on approval of the Project board take the lead in implementing for delivery of results;
-          Supervise and monitor all project activities and insure proper implementation of all its components.
-          Coordinates with the project counterparts technical teams
-          Supervise and facilitate the day-to-day functioning of the Project Team.
-          Manage the financial resources for achieving results in line with the outputs and activities outlined in the project document and annual work plan;
-          Organize meetings of the Project Board and implement the PB decisions
-          Ensure that project outputs have been achieved as appropriate, the project is successfully closed and that project outputs are revisited during the programme evaluation process to assess the impact of project outputs on expected outcomes;
 
2.                   Project monitoring and evaluation
-       Monitor the delivery status through conducting project monitoring field visits;
-        prepare progress updates and organize, correspondingly, quarterly and annual progress reviews
-       Manage risks, issues and problems and ensure implementation of corrective actions are taken as a results of M&E findings
-       Promotes dialogue and best practices among stakeholders
-       Ensure the implementation of the monitoring and evaluation plan, in a participatory manner
 
3.                   Procurement and contract management
-       Ensure Project compliance with UNDP rules and regulations in the field and management of procurement processes including contractors and supplier selection and evaluation, quality management and performance measurement, in liaison with UNDP/PAPP procurement unit;
-       Management of contracts and legal implications in accordance with UNDP rules and regulations
 
4.                   Project reporting
-       Prepare and report to the Project Board through Highlight Reports ,and End Stage Reports
-       Prepare the Lesson Learned Report
-          Produce timely reports – financial and progress reports – as required by the reporting system of the Project
-          Prepare final project report and process all other requirements for the project auditing, and final evaluation and closure of the project as per UNDP standard procedures.
-       Prepare and submit final Project Review Report and identify follow-on actions for consideration to the Project Board
-       Review incoming operational and financial reports in terms of completeness and formal correctness
-       Maintain and update UNDP reporting schemes
-       Draft, edit and distribute minutes for the Project Board and Project Team meeting
-       Ensure that all project deliverables and documents are noted and stored, that the project is both operationally and financially closed in Atlas;

Qualifications :
Education
-       Master’s Degree in Business Administration, Environmental Engineering or related fields
 
 
Experience
-       A Minimum of 2 years of proven experience in managing environmental projects including solid waste
-       Experience in the use of computers and office software packages and handling of web based management systems
-       Experience with UN Agencies is an asset
 
Language Requirements
-       Fluency in Arabic and English
