Background:
Solid waste services provided by the Gaza Municipalities and Service Councils have been deteriorated very rapidly as a result of the imposed economic siege on the Gaza Strip. Currently, the average solid waste collection rate is estimated at less than 65 %. All solid waste produced by the population is disposed of at 3 official disposal sites which have reached its capacity since year 2008. As a result the municipal solid waste is being dumped at random dumping sites closed to the residential areas.
 
The project comes as immediate needs aiming at improving solid waste management services in the Gaza Strip through upgrading the capacity of the Gaza 3 official dumping sites; increasing solid waste primary collection rate and promoting cost recovery through establishing composting facility.
 
The project is funded by the Government of Japan and will be directly executed by UNDP/PAPP in coordination with the Palestinian Environmental Quality, Solid Waste Service Councils and Gaza Municipalities.
 
Under the direct supervision of the Project Manger, The Project Assistant (PA) provides project support services and  assume the following functions:
Description of Responsibilities:
1.                   Providing of effective support to management of the project
-       Assists in reviewing of incoming financial reports in terms of completeness, accuracy in compliance with UNDP rules and regulations; and formal correctness in cooperation with the Project Manager
-       Assists in project start up as required (Prepare Memorandum of Cooperation, manuals, translate documents into Arabic).
-       Monitors Schedules and timetables and updates plans in cooperation with the project manager and request data for timely reporting.
-       Liaises with UNDP/PAPP, counterparts and project staff for any requirements regarding project (especially for arranging meetings, request documents, etc) and prepares reports in English when needed.
 
2.                   Providing project administrative support
-       Sets up and maintain project files and establish document control procedures.
-       Assistance to the PMs/PMOs in creating POs (outside procurement process) and budget check.
-       Dispatch of POs and prepare payments against POs
-       Maintenance of the internal expenditures control system including timely corrective actions on un-posted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers
-       Uploading of relevant project documentation in Atlas
-       Prepares vendors and input data into Atlas system
-       Drafts, and distributes Minutes of Meeting for the Team meetings
 
3.                   Supporting knowledge building
-       Participation in the trainings for the operations/ projects staff on programme
-       Contributions to knowledge networks and communities of practice

Qualifications :
Education
High School Diploma
 
University Degree in Business administration, Accounting and Finance, Environmental Science or related field will be an asset
 
Experience
-       Minimum of 2 years of relevant projects experience in providing project management support
-       Experience in the usage of computers and office software packages (MS Word, Excel, etc).
-       Experience in handling of web based management system.
-       Knowledge of UNDP’s Atlas system is an asset.
 
Language Requirements
-       Fluency in Arabic and English
