Background:
The United Nations Register of Damage Caused by the Construction of the Wall in the Occupied Palestinian Territory (“UNRoD”) has been established by General Assembly Resolution A/RES/ES-10/17 of 24 January 2007 to serve as a record, in documentary form, of the damage caused to all natural and legal persons concerned as a result of the construction of the Wall by Israel in the Occupied Palestinian Territory, including in and around East Jerusalem.
 
UNRoD is required to a) undertake outreach activities in the Occupied Palestinian Territory in order to inform potential claimants of the right of all natural and legal persons who have suffered damage as a result of the construction of the Wall to submit a claim to UNRoD, and to disseminate information about the existence and purpose of UNRoD and the procedure for filing a claim with UNRoD and b) conduct claim intake activities including distribution of claim forms to potential claimants, assisting claimants in completing the claim forms, and the collection and delivery of completed claim forms to UNRoD’s office in Vienna for further processing.
Description of Responsibilities:
Under the overall guidance of the Senior Project Coordinator and the direct supervision of the Claims-intake Associate, and in full compliance with the overall substantive and operational guidance provided by the Executive Director of UNRoD, the incumbent will be responsible for the effective management of the claims-intake process in the execution of UNRoD’s mandate. In particular, the incumbent will perform the following tasks:
 
Provide guidance and assistance to claimants in completing the claim forms, including explaining categories of damage, the fields in the claim form and the documentation required to support the claim;
Assist claimants in categorizing their losses and entering relevant data and information into the claim form, where necessary;
Ensure that administrative tasks associated with the intake of claims are carried out in an organized manner, including recording the claim number of the claims received each day;
Ensure that each completed claim form including supporting documentation is delivered to UNOPS Offices in Jerusalem;
Assist with logistical arrangements for outreach and claims collection activities and their implementation including selection of venues and finalizing the schedule of events;
Ensure that equipment and claim forms needed for claims-intake is available at required sites including infrastructure;
Assist with setting-up the office at serviced site(s);
Perform the range of functions related to the outreach to the effected natural and legal persons, including dissemination of posters, leaflets, participating in organizing electronic media productions, and monitoring effectiveness of the implementation of the programme;
Assist with scheduling appointments with claimants;
Perform other duties as assigned.

Competencies :
Ability to speak and write clearly and effectively in Arabic; ability to listen to others, correctly interpret messages and responds appropriately; ability to tailor language, tone, style and format to match audience; ability to demonstrate openness in sharing information and keeping people informed; attention to detail; ability to exercise the function with discretion.
Qualifications :
Education:       
Higher Education (Bachelor Equivalent) in a relevant field.
Additional years of relevant work experience, may substitute for the requirement BA degree
 
Experience:                               
3 years of experience in paralegal work, public relations, conference servicing or related area. Knowledge of organizational legal framework, relevant legal processes, procedures and terminology for review, examination, preparation and processing of claim forms. Work with data collection and documentation with a politically and socially sensitive project is a strong advantage. Experience working with the UN or NGO is preferable.
 
Language Requirements:          
Fluency in oral and written Arabic and English.
