Background:
the Quartet (US, UN, EU and Russia) appointed Quartet Representative (QR) Tony Blair to advance the objectives of the Quartet insofar as they relate to the development of the Palestinian economy and PA institutions. The QR is charged with:
 
       Mobilizing international assistance to the Palestinians, working closely with donors and existing coordination bodies;
       Helping to identify, and secure appropriate international support in addressing, the institutional governance needs of the Palestinian state, focusing as a matter of urgency on the rule of law; and
       Promoting Palestinian economic development, including private sector partnerships, building on previously agreed frameworks, especially concerning access and movement.
 
The Office of the Quartet Representative in Jerusalem (OQR) houses the group of experts from various countries/institutions, as well as the administration and security teams, intended to support the QR during his trips to Israel/Palestinian Territories. The OQR also acts as the representative of the QR on all daily functions. The OQR is managed by a Head of Mission, and a Deputy Head of Mission (DHoM).
Description of Responsibilities:
Objectives of assignment
The objective of the assignment is to provide the OQR with effective, timely and continuous administrative and research assistance on matters pertaining to OQR advisers, and in particular with respect to the area of tourism. The responsibilities of the assistant will primarily focus on the latter area, but they will also include assisting the larger team of advisers where necessary and as instructed by the DHoM.

Scope of Work

 

In the area of tourism, the assistant will work on the following tasks:

  • Ensuring the necessary preparatory work is done with respect to visits by OQR Advisers and External Consultants working on Tourism: this includes setting up and managing their schedules (meetings, transport, etc.), confirming time and place with Israeli, Palestinian and International counterparts, informing the Security officer of schedules and travel requirements, and arranging changes where needed before and during visits.
  • Assisting the Advisers and External Consultants working on Tourism during visits by attending meetings and providing write-ups of meetings or events.
  • Assisting with the implementation of the OQR workplan on tourism, which includes amongst others: joint initiatives by Palestinian and Israeli private sector (on access and promotion), preparations for the Palestinian Investment Conference with respect to a side event on tourism, travel advisories, dialogue with the public sector on both sides, and the establishment of a shared holy land tourism strategy that makes clear the potential and guides public sector policy and private sector investment in the sector.
  • Assisting the wider OQR team of Advisors with preparing (site) visits of the Quartet Representative as these relate to tourism.
  • To provide analytical/research support to the OQR Advisors and External Consultants working on the Israeli-Palestinian (Holy Land) tourism agenda. The following are the different workstreams where inputs are expected:
  1. Data comparing the overall size of the Palestinian/Israeli economies and the role/size of tourism within those economies;
  2. Time series data on tourism to Palestinian areas/Israel between 1998 to today;
  3. Research on the relative size and key figures of other tourism markets, incl. visitor numbers and economic relevance of other worldwide tourist attractions;
  4. Collecting and presenting data on hotel occupancy rates and spending per visitor to both areas, and in comparison with other (neighbouring) countries;
  5. Qualitative data on the present “customer journey”, including the main sites visited in Palestine/Israel by tourists, and the likely “ideal customer journey” assuming no movement and access restrictions on Holy Land tourism;
  6. Collecting data on the content of travel advisories and, for key countries, information on how advisories are revised.
  7. Adding to existing OQR data (qualitative and/or quantitative) on the effect of movement/access restrictions on tour operators, drivers, guides and clients.  
  8. Developing case studies of other countries in the region that have developed a successful long-term tourism agenda (e.g. Jordan).
  9. Summarising highlights of medium term investment needs, the main bottlenecks and potential solutions.
 
·         In terms of general support to the OQR team of advisors, this will include assisting the wider OQR team of Advisors with data gathering and research in their specialist areas; programming meetings; and may include other tasks as directed by the DHoM.
 
Work Arrangements
The position requires the candidate to work as required to complete the deliverables specified above in close cooperation with the Advisors working on tourism and the wider team of advisors (coordinated by the DHoM). The assistant will be based in the OQR office in Jerusalem.
 
Deliverables
The deliverables for this contract are in the form of:
- research assistance in the areas outlined above
- write-ups of meetings or events where requested by DHoM or Advisors
- managed schedules and agendas of OQR resources coming in
- assistance delivered to the wider OQR team as instructed by the DHoM

University degree (BA)
 
  Work experience:
  • Expert knowledge of Holy Land tourism and travel industry and the various operational obstacles therein
  • Experience managing schedules, contacts and agendas
  • Experience in working with the donor sector/international community in the oPt
  • Knowledge of the main actors in Palestinian tourism
  • Excellent verbal and written communication skills
·         Experience in the usage of computers and office software packages (MS Word, Excel, etc) and experience in web based management systems.
 
·         Language requirements: Fluent English, Hebrew and Arabic; further languages an asset
