Background:
Since 2004, UNDP/PAPP has been supporting the High Judicial Council (HJC) in developing and implementing a case management system called “MEZAN”. The implementation of MEZAN version 1 was finalized in 2008 and,subsequently the HJC initiated the upgrading of the case management system called “MEZAN v2”. “MEZAN v2” is expected to link and unify the courts and their databases in pursuit of the Palestinian Reform and Development Plan, more specifically, the overall objectives envisaged within the rule of law and justice program. The MEZAN project has been extended to the second phase, and, to date, the HJC with the support of UNDP has achieved the software development of MEZAN v2 by using new technology and the new database server engineandsubsequently aims at the implementation of MEZAN v2 in all the Palestinian courthouses and the HJC itself.
Developing MEZAN v2 encompassesthe unification of the civil and criminal cases under a unified program for the Palestinian Conciliation, First Instance, Appellate and Cassation Courts. Upon the completion of the development,all the courts will be installed with MEZAN v2. In continued cooperation between the HJC and UNDP, the Data Base Administrator is expected to oversee the implementation of MEZAN v2 in all the courts and provide all needed operational and technical support to the newly established database.
Description of Responsibilities:
Under the direct supervision of the Head of IT Unit from the HJC and the Programme Analyst from UNDP, the Data Base Administrator will be responsible for, but not limited to, the following tasks:
  • Plan and manage the 2005 database of Mezan v2.
  • Monitor the day-to-day status of the database.
  • Plan and implement any new features required while implementing MEZAN v2.
  • Continue back-ups.
  • Create and implement a hazard recovery plan for the MEZAN v2 databases.
  • Generate all the needed Statistical reports.
  • Generate the needed reports and inquiries from the MEZAN 2 application.
  • Generate all needed triggers, stored procedures, functions and views.
  • Report the database performance.
  • Generate all the requested ad hoc queries for the IT Unit and the HJC.
  • Create a distributed database plan and implement it, if needed. 
Perform other duties, if needed and as requested.

Qualifications :
Education
  • Minimum BS Degree in computer science or in a related field.
Experience
  • Minimum 2 years of experience in database management.
  • Professional experience in SQL server 2005.
  • Knowledge in database management, replication and security.
  • Full knowledge of database migration.
  • Ability to work under pressure.
  • Excellent communication and writing skills, both in English & Arabic.
  • Ability to work within a team.
  • Experience in the justice sector or the knowledge of MEZAN is an asset.
