Background:
The Police Support Programme is a Palestinian Police-led initiative supported by the EU Police Co-coordinating Office for Palestinian Police Support (EUPOL COPPS), the PA Ministry of interior and is implemented by the United Nations Office of Project Services (UNOPS). Its central decision making and project approval mechanism is the Programme Steering Committee (PSC) chaired by the Ministry of Interior and attended by the PCP Police Commissioner, the Ministry of Finance and a Donor Representative.
 
The initiatives agreed in the PSC are implemented by UNOPS with supervision from the PSC department heads. UNOPS has established a Project Management Office to manage the day to day delivery of projects.
 
The Chief Engineer will report directly to the UNOPS Infrastructure Project Manager. The Chief Engineer will provide technical support to project engineering procurement, and assist the Project Manager in instigation and completion of all project-related and general Planning and budgeting in accordance with project requirements and funds available taking into account UNOPS financial rules and regulations
 
Description of Responsibilities:
The Chief Engineer will be fully accountable to the PTF Project Manager and will be responsible for the following:
 
•Review the design of all project disciplines to ensure that the design implementation has met the requirements, and accurately documented and ready for formal release to tendering process.
•Develop standards for design drawings.
•Make alternative design recommendations where needed.
•Attending design meetings and follow up with designer the outstanding issues (designs, technical quires and etc)
•Check the bill of quantities to seem simple, clear and more suitable for project cost management.
•Manage the quantities surveying prior to tender.
•Liaise with and provide technical support to the engineering procurement team.
•Preparing bid documentation
•Participating in bid analysis.
•Manage all required document transmittals (bill of quantities, drawings, contracts, etc) to be handed over to construction team.
•Prepare, update and monitor the forecast amount of all project disciplines.
•Review the cost estimate provided by the designer to ensure that it meets the market prices changes.
•Prepare all Project budget revisions as per donor’s agreements.
•Identifies budget issues and assists in resolving them, in consultation with the Project Manager and Finance Officer and relevant stakeholders.
•Oversight all project budgets to ensure proper allocation of the common costs and the allocable costs.
•Provide substantive inputs and prepares documents for project set up and amendments-detailed Project Budget.
•Monitors all aspects of project progress and implementation.
•Advises Project Manager of budget development, and project progress.
•Input in preparation of required project and donor reports.
•Interact and coordinate between all project disciplines towards proper completion of the work on schedule with approved aspects, cost and quality limitations.
•Planning and documentation for future phases of the project as directed by the Infrastructure Project Manager. Including activities such as
      i.Estimations
      ii.Producing Bill of Quantities/Specs/Drawings
•Maintenance of the following project documentation
      i. Drawings register
      Ii.Document transmittals register.
•Represent UNOPS at meetings with senior officials of the Palestinian Authority
•Participating in reviewing and monitoring contractor’s payments and variations.
•Assisting construction management team with problem solving.
•Providing quality assurance oversight.
•Ensuring works are carried out in accordance with contracts, specifications, drawings and etc
•Overseeing technical aspects of contracts and provide guidance to contractors where required.
•Problem solving in a timely manner.
•Translation written/spoken Arabic, English
•Carrying out other tasks as assigned by the Infrastructure Project Manager.

Qualifications :
Education:
• Master Degree in Engineering (Preferably civil or structural) or Construction Management from a reputable University. Additional years of relevant work experience, preferably in combination with a relevant bachelor’s degree, may substitute for the requirement for master’s degree.
 
Experience:
• At least 3 years of Senior Project engineering for medium to large scale building construction projects.
•Knowledge of UN policies, procedures and operations would be assist.
•Ability to travel between Jerusalem and the West Bank essential.
•Current driving licence is essential.
 
Language Requirements:
•Fluency in English is essential, working knowledge of Arabic or Hebrew is helpful
