Background:
The incumbent will be responsible for the daily site supervision of construction works pertaining to the IBSA Sports Hall project and any other construction projects in the Ramallah/Salfeet Area that maybe required. The incumbent will be responsible for being UNDP’s representative in explaining the technical requirements and procedures to be followed in relation to the construction works on site. The incumbent will be responsible for daily interactions with the onsite contractor, local authority engineers & staff, UNDP engineering & programming unit, design firm, and any other contact required in the performance of their duties.
 
Description of Responsibilities:
 
·         Review designs of the construction activities, and bring to the attention of the Engineering Analyst any issues that might affect the technical soundness of the works; check and review the shop drawings as submitted by the contractor.
 
·         Provide daily supervision tasks of the construction activities to ensure that works are implemented in accordance with the designs and technical specifications.
 
·         Supervise contractors performance in all matters related to safety and workmanship at the project site.
 
·         Closely monitor the progress of the construction works and ensure compliance with the construction schedules and, where needed, bring to the attention of the Engineering Analyst, and the contractor any delays in the works schedule. 
 
·         Measure and accurately record the quantities of the executed works, and check interim payment requests submitted by the contractor for completed works. Assist the Engineering Analyst in conducting regular assessment of contract quantities to ensure they do not exceed allocated contract amounts.
 
·         Verify the contractor’s material and equipment submittals versus the specified ones, and provide feedback to the Engineering Analyst with all required information for the approval for both material and equipment submittals. Request regular testing of different material used in the construction works.
 
·          Participate in regular site coordination meetings with all technical project personnel, counterpart engineers, contractors, and suppliers to discuss project matters, and prepare the minutes of meetings; provide and keep copies in Project Files.
 
·         Verify and keep on record the daily site reports submitted by contractors, and prepare monthly progress reports for the construction activities adhering with the project work plan, reporting and monitoring guidelines in accordance to the project document requirements.
 
·         Issue site instruction memos to contractors for any technical matter related to the construction works, as well to matters related to the safety of the works and/or personnel at the project site.
 
·         Review the quality assurance, safety and health plans adhering to the Project specified requirements.
 
·         Ensure proper filing on site for all correspondence; daily reports, progress reports, minutes of sites meetings, equipment and material submittals, site instructions, information and shop drawings issued subsequent to the start of the contract, as well as clarifications and interpretations of the contract document in addition to any other directly related documents.
 
·         Assist the Engineering Analyst in the review and analyze all suggestions made by contractors for modifications to the drawings or specifications.
 
·       Participate in the Final Inspection Committee and the Handover of the constructed works.
 
·       Assists in the performance testing and commissioning of equipment.
 
·       Review and check the as-built drawings for the completed works.

Qualifications :
Education:
Bachelors of Science degree in Civil Engineering from an accredited university.
 
Experience:
At least 4 years experience working on small & large scale Civil Engineering Construction projects. Past Experience with UN preferred.
 
Language Requirements:
Fluency in English Language, Arabic Language skills is required.
