Background:
Deprived Families Economic Empowerment Programme (DEEP) was launched in 2007 as a pilot programme to support chronically poor and hard-hit families in the occupied Palestinian territories. The programme is 30 million dollar programme funded by the Islamic Development Bank (IDB) and executed by the United Nations Development Programme/Programme of Assistance to the Palestinian People (UNDP/PAPP) for the benefit of the Palestinian Authority.
DEEP set out to help poor households which have been relying on relief and humanitarian assistance programmes to graduate from poverty through two main service lines: economic empowerment grants and Islamic microfinance. The programme relies on 16 partner NGOs and 6 MFIs to deliver these services.
The programme is based on participatory methodology which engages the partner organisations and the households in designing and implementing the interventions. These interventions are, for the most part, small income generating activities that are designed based on a thorough analysis of the needs of each household and customised to its capacity. In addition to support in setting up the income generating activities, the partner NGOs are required to provide business development support to the beneficiaries that will enable them to sustain and expand their projects.
The programme’s highest governance authority is the Board of Trustees which is composed of senior representatives of the ministries of Social Affairs, Labour and Planning, in addition to the UNDP and the IDB. The Board of Trustees is headed by the Minister of Social Affairs.
The programme relied on Islamic microfinance methodology which was provided by specialised microfinance institutions with extensive experience in the field. As a result of the complex economic and political situation in the oPt, these institutions were not able to reach financial sustainability except for short period of time and only for some of these institutions. These institutions have been subject to little supervision and monitoring which are required to further develop them and enhance their efficiency and improve their financial services. The programme issued loans to these institutions amounting to 6 million dollars. The institutions used these loans in lending 1800 microentrepreneurs. A revolving fund is slated to be established for the institutional loans to be paid back to in order to sustain their services to the poor.
 
A core web based database were developed to enable UNDP/PAPP, programme donors and implementing partner NGOs and MFIs staff  to log onto , retrieve and upload information through secure Access. Based on new added activities and requirements for control and monitoring purposes the existed database needs more development, enhancement and additions to be considered and implemented.
Description of Responsibilities:
  • Produce  the projects components portal of consistent high quality
  • Enhance the project current MIS
  • Ensure compliance with the project technical and financial control requirements
  • Reduce the time and effort required to launch DEEP new activities/sub projects web pages
  • Reduce the time and effort to update DEEP website , database and MIS
  • Speed up the production process of programme reports.
  • Enable the users ( Partner NGOs , MFIs, PMU and programme donors) to efficiently collect any needed information and reports
  • Build a system which is able to covers all the programme components/activities and management needs ,   
Competencies :
   Start Up :
   Review, study and understand the current system forms, Database schema, and DEEP business processes.
   GUI :
   Create the unified GUI components infrastructure for the current system and for the incoming components and implement it.
   Current System Requirement:
   Analyze design and implement the needed requirements for the current system and develop subsystem for the new added components .
   Reporting and Data Analysis:
   Design and Implement the reporting subsystem for the current system , which can be integrated with the incoming components
   Financial Monitoring System :
   Analyze design and implement the financial subsystem which includes NGO's Financial monitoring, MFI's financial nitoring, Donors financial reporting, DEEP portfolio financial analysis, beneficiaries financial Reports
   Donors Reports:
   Donor Management, classifying beneficiaries by donors components
   Monitoring Management:
   Field visit Reports, quarterly questioner, Monthly Report, and Info gathering.
   Loan Guarantee Fund :
   Loan Guarantee Fund stage of approval, financial components, LG reports.
   Micro Finance:
   Micro finance stage of approval, financial components, LG reports.
   Social Safety Net:
   Data gathering about beneficiaries
   Notifications and Messaging:
   Internal Notification and messaging components.
   CMS:
   Create DEEP online CMS.
   Forum:
   Create DEEP online forum for user's interaction and discussion.
Qualifications :
  • Bachelor’s degree in computer science, MIS, or related experience.
  • Must possess superior skills in SQL.
  • Must possess strong skills in Object Oriented Development.
  • Must possess strong skills in Microsoft SQL Server 2000.
  • Must possess strong skills in ASP.net and VB.net
  • Minimum of three years experience in Web developing.
  • Knowledge of Photoshop, Illustrator, Flash, ImageReady and other graphics applications.
  • Knowledge of HTML, DHML, CSS, AJAX and JavaScript.
  • Experience with hardware and software issues. Proficient in Internet related applications such as E-Mail clients, FTP clients and Web Browsers.
