Background:
Under the guidance and direct supervision of the GEF/SGP Officer in Charge in Ramallah, the Project Associate will assist in analyzes Environmental, social and economic trends and participates in the overall of the projects implementation in Gaza with the support staff and works in close collaboration with the GEF/SGP programme team to develop manuals and implementation tools to achieve the best implementation of the projects and achieve all of its Goals and Objectives.  
The GEF/SGP/UNDP programme that is implemented by GEF/SGP is seeking qualified candidates for the programme Assistant Position in Gaza.
Description of Responsibilities:
The Project Associatereports to the GEF/SGP/UNDP Officer in Charge and carries out the following:
·          Assist and capitalize on already existing management structures and help in improve /establish communication and coordination mechanisms and procedures amongst the various stakeholders.
·          Assist in prepare inception reports, work plans and regular donor progress and impact reports for the programme.
·          Undertake monitoring visits to project sites and report on project progress and constraints to the GEF/SGP officer in Charge.
·          Ensure the achievement of outputs in line with the approved work plan through the day-to-day planning, management coordination and implementation of activities.
·          Ensure the compiling, copying of all Projects reports
·          Liaise with counterparts and Prgramme staff for any requirements regarding Projects (especially for arranging meetings, request documents, etc) and prepare reports in English when needed.
·          Review incoming operational and financial reports in terms of completeness, accuracy, compliance with GEF/SGP/UNDP rules and regulations.
·          Compose meeting minutes for the GEF/SGP Committees and Team meetings.
·          Liaise with the counterparts administrative managers on all issues related to the Projects (explanation of GEF/SGP/UNDP and donor requirements, timely reporting, etc.)
·          Coordinate with the implementing partners on financial management of the project activities, including monitoring Project financial expenditures and transactions.
·          Liaise the activities of the Gaza Intellectual Forum on Environment.
·          Perform other relevant duties as assigned by the Project management. 
·          Provide project administration, management, and implementation support to the Programme Team in their daily tasks. This will include, preparing letters and faxes in English and Arabic, copying, filing, editing, and formatting computer documents, central record keeping, data input, etc.
·            Follow up with the management of project on the processes of vouchers, vendors, etc… and prepare vouchers whenever required.
·            Set up and maintain project files and establish document control proceedures.
·            Draft and prepare reports reflecting a high standard of English and proficiency in Word and Excel computer applications.
·            Assist with the translation of documents from English to Arabic.
Impact of Results
 
Accurate data entry and financial information have an impact on the quality and implementation of the project. A client-oriented and efficient approach impact on the image of programme and the GEF/SGP/UNDP. The key results have an impact on the success of programme within specific areas of cooperation. In particular, on achieving the success implementation of the prgramme sub-component to reach all programme goals and objectives.

Qualifications :
Education:      
Bachelor Degree in Environment, Program Management or related field from a recognized university.
 
Experience:     
Minimum of 2 - 3 years of Projects experience in a team environment, including strong organizational and administrative skills and demonstrating increasing responsibility. Strong English communication skills (written and oral). Experience in the usage of computers and office software packages (MS Word, Excel, etc).
 
Language Requirements:        
Fluency in Arabic and English.
