Background:
UNDP/PAPP has for the past years supported the High Judicial Council (HJC) in developing and implementing a case management system called “MIZAN”. The implementation of MIZAN was finalized in 2008, and followed by an upgrading of the MIZAN software to “MIZAN v2” to link and unify the courts and their databases, in line with the overall rule of law and justice program under the Palestinian Reform & Development Plan.  More specifically, this has been done by extending the MIZAN project into a second phase, which includes the software development of MIZAN2 - using new technology and new database server engine - and the subsequent implementation of MIZAN2 within Palestinian courthouses and the HJC itself.


Developing MIZAN2 will encompass and unite the civil and criminal cases under a unified programme

Objectives of assignment
  • Creation of MIZAN2 web interface with all required web services
  • Searching facilities
  • Statistical reports


 to be implemented at the Palestinian Conciliation, First Instance, Appellate and Cassation Courts.
Description of Responsibilities:
The Web developers will work under the overall supervision of UNDP/PAPP, and under the day-to-day supervision of the HJC/the Head of the IT Unit. The web developer’s responsibilities will include the following:
  • Create MIZAN 2 web enabled application using ASP.Net.
  • Creating all needed reports using ASP.net as crystal reports.
  • Creating all MIZAN 2 Web Services.
  • Creating all needed queries using T-SQL.
  • Package and deploy ASP.net application and reporting.

Deliverables
  •  MIZAN2 web enabled application (pages) will include the following:
-      Login and authentication page
 
-      Statistical reports web interface
   1- Reports to be used by courts
   2- Reports to be used by public
   3- Reports across courthouses
   4- Reports across case types
   5- Reports across case related information
Developer should deliver at least 20 statistical reports such asCases per Age, Case per Types, Case per Classification, Cases per Judges, Cases per court, Cases per Status, Cases per location, Cases per Shift type etc and any other required statistical reports.
 
-      Searching web interface
   1- Retrieving basic case information
   2- Retrieving case status
   3- Retrieving courthouse case requirements
   4- Retrieving related attorneys information
 
-      Basic case registration from attorney offices (civil cases)
 
-      Carry out other tasks required for MIZAN2, if necessary
Competencies :
Qualifications :
  • Minimum BA / BS Degree.
  • At least 8 years of experience in the programming domain.
  • Professional in Visual Basic .Net programming language.
  • Professional in ASP .Net programming language.
  • Professional in SQL server 2005 database transactions.  
  • Full knowledge in using Crystal Report 10 for creating all needed reports.
  • Excellent experience in Web Design using (CSS, HTML, Java script and Ajax)
  • Excellent experience in web Graphics Design using (Photoshop, Flash).
  • Ability to work under pressure.
  • Excellent communication skills, written in English & Arabic.
  • Ability to work within a team.
