Background:

The United Nations Development Programme/Programme of Assistance to the Palestinian People (UNDP/PAPP) undertakes development projects within the occupied Palestinian territories (oPt), many of which have a civil works component. The procurement and contracting of the civil works requirements are undertaken through the procurement unit within UNDP PAPP.

Objectives of assignment

A consultant is required with a solid background in the area of civil engineering and excellent working knowledge of commonly used Microsoft office packages, to assist the UNDP PAPP procurement unit to build capacity within the area of civil works procurement by expansion of the roster for use within oPt. The current roster is designed in MS Office Access 2007; therefore a demonstrated knowledge of Access would be extremely beneficial

Description of Responsibilities:
A roster is already in place within UNDP PAPP; however the number of contractors registered needs to be expanded to a minimum range of 300 contractors. The consultant will therefore be required to
·         Thoroughly review the current roster model, pre-qualification (PQ) questionnaire & Access database 
·         Establish a strategy for expansion of the roster and improvement of the questionnaire and data base 
·         Lead the strategy, to ensure that on completion of contract, the roster is usable for common procurement requirements
·         Establish process for ongoing management and updating of the roster
·         Draft Standard Operating Procedures (SOP) for use of the roster
·         Conduct verification and/or encouragement visits to contractors if necessary
·         Train procurement personnel regarding use of roster for procurement activities (e.g. draw short lists according to various filter settings)
·         Include contractors with whom UNDP PAPP have bids archived
 

 
Deliverables
Within the first 2 weeks of the contract, the consultant will be expected to undertake a review of the current roster, database and associated documentation and provide awork plan regarding how the Scope of Work will be achieved
This work plan will be agreed with the Procurement Specialist and payment made against planned and agreed deliverables.
 
Deliverables shall include, but are not limited to, the following ;
Ø Fully loaded, functional data base
Ø Roster filing/archiving system both in digital and hard copies
Ø User-friendly, Arabic version of the PQ application
Ø Standard correspondence templates 
Ø PQ annual renewal form
Ø Alternate PQ model for low-capacity contractors
 
Competencies :
Consultant must be self motivated, result orientated and able to work to strict deadlines
Qualifications :
Bachelors degree in Civil Engineering or related discipline from a recognised university
A minimum of 3 years Civil Engineering experience including both field and in office work
Advanced knowledge in Microsoft office packages, is essential.
Excellent knowledge in common IT programs (Outlook, Internet Explorer, etc) 
Must be able to write clear and concise technical documents in English
Experience of database design (especially by using MS Access) would be advantageous
Fluency in English and Arabic .
