Background:
The situation in the oPt is complex, and involves a multiplicity of national and international actors in humanitarian, recovery and development efforts.
 
As part of the UN’s focus on supporting statebuilding efforts, the UN Resident Coordinator’s Office is responsible for contributing to effective information management and to provide anticipatory and reactive research and analysis in order to maximize the impact of international assistance. Such services should also be offered with the intention of strengthening national information management and research capacities. This requires the collection of accurate data and the harmonization of information management systems, which constitute ever more challenging tasks.
 
This requires specialized research focused on key issues related to programming, including state-building and key thematic research, as well as areas where UN programming could be further strengthened. In particular the officer will focus on cross cutting issues, such as livelihoods – which cut across individual agency and donor mandates. The liaison officer will work in particular with experts to develop research and analysis that will serve as inputs into the policy making processes of the PA, the UN, NGOs, donors and others.   Such efforts are designed to promote better informed and more effective policy making and programming.
Description of Responsibilities:
The National Research & Monitoring and Evaluation Officer will perform his/her duties under the overall supervision of the Head Coordination Unit / RC office and under the direct supervision of the M & E Officer but will also work closely with Coordination Unit staff, to support their research needs. S/he will:
 
  1. Support, undertake and/or coordinate and commission evidence based research and analysis of key socio-economic trends, issues and developments in oPt, in order to inform policy and programming within the UN and among other partners;
  2. Ensure, in support of the UNSCO Data Management Officer, effective functioning of the UN socio-economic database, including upgrades if necessary;
  3. Support and strengthen a regular dialogue with key national and international partners involved in research and report regularly on emerging/existing analyses that will help shape UN & Partners decision making and policy
  4. Work to improve institutional links between both ad hoc research and the Socio Economic Report into existing PA processes, LACS and the UNCT
  5. Survey existing think tanks and research NGOs to build up a network of key analysts who will serve as an informal advisory network, but who may also receive commissions for research. 
  6. Support the establishment of a UN M&E framework and related systems, including data requirements and appropriate tools and activities for data collection, for the implementation, inter alia, of the MTRP;
  7. Undertake any additional tasks as assigned by the direct supervisor.

Qualifications :
 
Education: Master degree in Economic and Social sciences, Demography, Statistics or other related fields
 
Experience: 2 years of relevant experience at the national or international level. Experience in research and policy-level analysis.   Some experience in design, monitoring and evaluation of development projects. Strong analytic ability
Ability to write concisely and accurately, including notes for the record
Ability to work effectively with a cross section of academics and NGO actors, including shaping commissioned research and analysis
  
Language Requirements: Fluency in English – Knowledge of Arabic and/or Hebrew an advantage.
