Background:
The Police Support Programme is a Palestinian Police-led initiative supported by the EU Police Co-ordinating Office for Palestinian Police Support (EUPOL COPPS) , the PA Ministry of Interior and is implemented by the United Nations Office of Project Services (UNOPS). Its central decision making and project approval mechanism is the Programme Steering Committee (PSC) chaired by the Ministry of Interior and attended by the PCP Police Commissioner, the Ministry of Finance and a Donor Representative.
 
The initiatives agreed in the PSC are implemented by UNOPS with supervision from the PCP department heads. UNOPS has established a Programme Management Office to manage the day to day delivery of projects.
Description of Responsibilities:
Under the direct supervision of Project Manager, The DPM is responsible for all project management activities required to ensure timely, cost effective, safe and quality delivery medium scale construction projects. The DPM will be required to assist with the management of the following specific tasks:
•Managing and Monitoring, in close consultation with the program manager, the project construction activities including project implementation plans, work programs, budgets, facility requirements, and staffing schedules.
•Plan, manage, monitor and evaluate project engineering design activities.
•Plan, manage, monitor and evaluate project construction activities.
•Elaborate coherent work plans and budgets for all activities in the project.
•Ensure timely and adequate reporting against plans including providing timely and articulate progress reports.
•Ensure integrity of financial and administrative operations in the project area by
oversight of financial and budgetary aspects of the project, in consultation with the
program Manager and the Program Support Unit staff.
•Strict and consistent application of UNDP rules and regulations and ensure the
 Implementation of clear accountability mechanisms throughout the project portfolio.
•Ensure that the human resources needed for project implementation are identified,
Recruited and managed in accordance with the project staffing requirements and UN Rules and Regulations.
•Manage, plan, monitor and evaluate project procurement and contracting processes.
•Provide leadership and direction to the respective project team on substantive and Managerial aspects.
•Monitor all project activities in relation to the respective project work plans and take
 corrective action, when necessary, to ensure the timely and cost-effective delivery of
 Project outputs.
•Ensure the highest possible quality of delivery and devise strategies for increased program
      Delivery and quality programming.
•Participating in business development and stakeholder relationship building.
•Undertake occasional mission travel in and outside the country when required.
•Maintain and improve the project communication system to facilitate the dissemination of information and reports to all key stakeholders.
•Prepare and Monitoring project progress and other reports and documents as needed for Head Quarter, Middle East Office, the donors, and other possible financing donors.
•Any other project management activities as they arise.

Qualifications :
Education:
  • Masters ddegree or accreditation in Engineering (preferably civil or structural) or Construction Management from a reputable University.
  • Additional years of relevant work experience, preferably in combination with a relevant bachelor’s degree, may substitute for the requirement for a master’s degree.
  • Preference will also be given for industry qualifications such as Prince 2 and PMP.
  • Preference will be given for previous experience with UNOPS/UNDP

Experience:
  • At least 5 years construction and engineering experience for medium to large scale building construction projects.
  • Experience in dealing with customers and clients and providing a high degree of customer support, education, and service.
  • Experience in project and team management and skills development.
  • Knowledge of UN policies, procedures and operations would be an asset.
  • Ability to travel between Jerusalem and the West Bank essential.
  • Current drivers license essential.
  • Knowledge of oPt engineering and construction market place, including main stakeholders.
  • Experience infrastructure projects outside the oPt.
  • Experience at a senior level is preferred
 
Language Requirements:
 
·         Fluency in English is essential, working knowledge of Arabic or Hebrew is helpful.
