Background:

The United Nations Office for Project Services Jerusalem Operations Centre (UNOPS JMOC) was established in East Jerusalem in late 2006. Its aim is to provide the United Nations sister agencies and the humanitarian and development sectors within the occupied Palestinian territories with professional project implementation services.

The ICT Officer will report directly to the UNOPS Head of Operations (HoO).The ICT Officer is responsible for the management and administration of all IT and Communications services and equipments, in accordance with UNOPS ICT rules, regulations and policies.

Description of Responsibilities:
The ICT Officer will be fully accountable to the HoO and
The ICT Officer will be fully accountable to the HoO and will be responsible, in consultation with key stakeholders, for the following
 
·          Create, develop and maintain ICT support section structure
o    Ensure Information and Communications Technology in JMOC is managed and coordinated as a single, centralized entity
o    Advise stakeholders on ICT planning. Regulations, ethics, processes, risks and lessons learned, help stakeholders create realistic ICT plans
o    Manage risks relating to ICT, including the development of contingency plans
o    Take responsibility for overall ICT policies, security and use of resources, and recommend corrective action where necessary
o    Appoint required personnel
o    In conjunction with Procurement, outsource maintenance services, as required
o    Manage maintenance agreements
o    In conjunction with Finance, draft and manage internal ICT budget
o    Establish and manage a Help Desk Service
o    Identify training needs for personnel, and coordinate all ICT training opportunities
o    Assist in budget and timeline development for projects
o    Liaise with and provide support to other offices within the Region as required;
 
·          Establish and maintain JMOC ICT Policy
o    Draft internal policies and SOPs, and review on a regular basis
o    Manage standardization of hardware and software throughout JMOC
o    Evaluate unique software and hardware requests on a case by case basis
o    Manage ICT security/access
o    Conduct research in international IT system practices, and recommend actions, within the confines of the UNOPS corporate ICT policies
 
·          Develop and maintain JMOC ICT systems, intranet and libraries
o    Configure network devices and maintain Internet.
o    Maintain and administer the server and workstations on the network for print and file services.
o    Administer network operating systems and upgrade them when necessary.
o    Assist users with network operating systems and other applications.
o    Maintenance of the UNOPS JMOC Network hardware and software.
o    Maintenance of all UNOPS JMOC network connections and update anti-virus signatures on a weekly basis.
o    Manage action on trouble shooting calls related to IT related problems.
o    Design, implement and maintain security system to UNOPS Domain
o    Design, implement and maintain SQL Server
o    Design, implement and Maintain content management server
o    Design, implement and maintain work flow
o    Maintain, update and back Imprest account System
o    Maintain, update and back up PMO system
o    Design, implement Data base program to facilitate the requirements such as procurement and Common Services data base
o    Website Developer, to develop centralized web base system for the region.
o    Assist in IT equipment Procurement through preparing RFQs, Identifying vendors, Locally and internationally
o    IT Consultations and troubleshooting to the other UNOPS office in the region.
o    Design, IT Strategy for monitoring, UNOPS offices in the region network connection
o    Video Conferencing connection and moderation, Design, and implement Exchange conference server
o    Assist users in using Software Applications, such as Adobe, Visio, excel, and WinWord etc.
o    Implement and maintain UNOPS LAN/WAN systems and connectivity
o    Coordinate with DSS the programming of HF and VHF radios
o    Maintain the server
o    Printing, windows network and domain services
o    Assist JMOC personnel with special IT services, such as development of graphic publications, databases, etc.
 
·          Establish and manage an effective IT Logistics and Asset Management System, in cooperation with the HoO
o    Establish a centralized asset management module, including bar-coding, database, and handover procedures
o    Manage installation of software tools
o    In conjunction with HR, coordinate issuance of ICT equipments to new staff as part of induction
o    Logistic Assistant, assist logistic staff, in obtaining permit for using some technical IT equipments
 
·          Perform such other related duties as may be assigned by the HoO

•     Technology Awareness - High proficiency with computers in particular MS Word, MS Excel, MS Outlook, and the Internet. Proficient knowledge and command of ERP systems used by administrative units. Advance knowledge of working with internet based applications and languages.
•     Teamwork - Experience supporting teams in a complex multi-national, multi-cultural environment is required. 
Qualifications :
Education/Experience/Language
 
      Masters degree or certificate in Computer Science, Information Systems or related field
•     Completion of BA degree, with 2 additional years of relevant experience, may be accepted in lieu of the advanced degree
•     Certification from Microsoft or Oracle is an advantage;
•     Degree or certificate in management is an advantage;
•     Minimum 5 years of progressively responsible professional experience related to the planning, design, development implementation and maintenance of computer information systems based on Windows operating system is required.
•     Expertise in the design, installation and maintenance on equipment such as routers, switches, racks, IP telephony systems and video conferencing systems.
•     Experience with UNOPS policies and procedures is highly preferable but not required
•     Experience in the West Bank is preferable but not required
•     Experience in working directly with strategic and executive levels of management is required.
       Fluency in English is essential. Working knowledge of Arabic or Hebrew is an asset.
