Background: |
Under the guidance and supervision of the Head of Office or his/her delegate, the incumbent will be responsible for assisting in the implementation of all activities related to OHCHR-oPt project for human rights promotion and protection, including women’s rights.
The human rights officer represents OHCHR in all meetings at the field level in Nablus and surroundilongs areas. He or she, in liaison with OHCHR Ramallah, plan and schedule interviews and meetings with representatives of PA authorities, victims of alleged human rights violations and other relevant actors. She or he will also be responsible for documenting violations of human rights and other developments, which might have bearing on human rights situation of the Palestinians. |
Description of Responsibilities: |
Summary of key functions:
1. Assisting international staff in gathering information on and documenting specific cases of human rights violations by all duty bearers in OPT. Interviewing victims and witnesses onsite and compiling evidence of violations.
2. Providing analyses of both specific cases as well as broad trends in the OPT, based on international human rights and humanitarian law. Drafting reports and communications as required; contributing to periodic reports; providing ad hoc briefing notes on the situation of human rights in the oPt.
3. Working closely with representatives of Palestinian NGOs, of civil society at large and individuals on matters concerning the promotion and the protection of human rights, including on specific individual cases and on the use of international human rights mechanisms. Providing regular updates on human rights developments at the global level, and their impact for the oPt.
4. Contributing to the co-ordination of the human rights and humanitarian work of the UN Country Team, and to mainstreaming of human rights within the work of the UN in the OPT.
5. Assisting in the design, implementation, monitoring and evaluation of training and other activities in relation to Human Rights Education and international human rights standards and mechanisms for a broad range of beneficiaries.
6. Assisting in providing adequate support to visits to the region by independent human rights experts and OHCHR missions;
7. Additional tasks as required.

The key results have an impact on the overall performance of OHCHR oPt and success in implementation of OHCHR strategies. Accurate analysis, data entry and presentation of information ensure proper projects and activities implementation

Competencies : |
Professionalism - Comprehensive knowledge of and exposure to a range of human rights issues, to
include approaches and techniques to address sensitive and complex problems; very good knowledge
of institutional mandates, policies and guidelines related to human rights; very good knowledge of the region, including the political environment and legal statutes as they pertain to human rights; demonstrate the ability to collect data on human rights violations and interview alleged victims of human rights;
demonstrated ability to complete in-depth studies and reach conclusions on possible causes and solutions to human rights problems in specific societies and systems in the OPT; training civil authorities and members of advocacy groups on human rights mechanisms; ability to relate human rights issues and perspectives, including gender issues, to political, social, economic and humanitarian programmes in the OPT;
Communication - Excellent communication (spoken and written) skills, including the ability to convey complex concepts and recommendations at senior levels, both orally and in writing, in a clear, concise style;
Other: Discretion and sound judgment in applying expertise to resolve complex and/or sensitive issues; Technological awareness -Good computer skills, including proficiency in word processing and spreadsheets;
Teamwork - Ability to interact and to establish and maintain effective working relations both as a team member and team leader, with people of different national and cultural backgrounds.

Qualifications : |
Education:
Advanced University degree preferably in law, political science, international relations or other disciplines related to human rights or development. A combination of relevant academic qualifications and extensive relevant experience may be accepted in lieu of the advanced university degree. Legal training would be a strong asset.
Experience:
Two years of progressively responsible related work experience (international human rights law and humanitarian law, interviewing of claimants, gathering information on and documenting cases of human rights violations and broader trends in human rights).
Language Requirements:
Excellent Arabic and English (written and spoken). Knowledge of Hebrew would be an asset.
