Background:

The Palestinian Authority (PA) faces a number of pressing priorities in the reform of its criminal justice sector.  These include, amongst others, delays in the trial process, poor coordination between criminal justice agencies and the lack of reliable data to facilitate policy making. The civil prison administration, in particular, faces multiple challenges in relation to both improving infrastructure and developing the skills of its staff. In 1998, the powers of the Minister of the Interior and his responsibility for the General Administration of Reform and Rehabilitation Centers (GARRC) were delegated to the Chief of Police. Accordingly, there is no separate prison administration and prisons are currently run by an organizational unit within the Palestinian Civil Police (PCP). The Ministry of Interior intends to establish a civilian directorate to oversee the prison administration and provide leadership for overall reform efforts.  In order to support this development, technical assistance and training needs to be provided to civilian staff in the Ministry of Interior to ensure they require the necessary skills and planning to engage effectively in this task.  Reform of the prison system under the PA therefore requires a multifaceted approach in which programs of assistance are implemented with a focus on achieving sustainable reform across the criminal justice sector more broadly. As a result, UNODC has designed a program aimed at strengthening the management, operation and oversight of civil prisons administered by the PA.

 

With a view to ensure the administrative and logistics support needed to effectively implement the above project, UNODC East Jerusalem seeks to fill the position of a General Services Assistant at the earliest date possible, and not later than 1 February, until the end of project phase I (30 June 2010).

Description of Responsibilities:

The General Services Assistant, who will report to the Criminal Justice Coordinator, UNODC East Jerusalem, and closely liaise with the National Project Officer and National Coordination Officer, UNODC East Jerusalem, will assist in the implementation of the project ‘Strengthening the Management, Operation and Oversight of Civil Prisons administered by the Palestinian Authority’ (PSET-49) from an administrative and logistics perspective, and in full compliance with the overall substantive and operational guidance provided by UNODC. More specifically, the incumbent will undertake the tasks listed below.

·         ensuring effective and efficient administrative / logistical support to the UNODC Office East Jerusalem, including full compliance of administrative activities with UNODC and/or UNDP rules and regulations, as applicable; 

·         liaising with UNDP East Jerusalem and/or the UNODC Regional Office for the Middle East and Jerusalem (ROMENA) on the submission and processing of invoices, attendance records, requests for travel authorization, visas, identity cards and other documents; 

·         supporting the organization of field logistics for workshops, training courses, study tours and travel arrangements, and performing other basic related administrative duties, as required; 

·         serving as the custodian for the management of administrative documents and office stationery supplies, including the maintenance of the administration file, an inventory of office equipment, and stock list of stationery; 

·         translating simple correspondence and providing ad hoc interpretation of simple conversations, when needed; 

·         providing reliable and secure driving services by driving office vehicles for the transport of authorized personnel and delivery / collection of mail, documents and other items, and meeting official personnel and visitors at the airport, when required; 

·         proper use of vehicles and day-to-day maintenance of assigned vehicles through timely minor repairs, arrangement for major repairs, timely changes of oil, check of tires, brakes, car washing, etc.;

·          

·         ensuring the availability and maintenance of all the required documents/supplies, including vehicle insurance, vehicle logs, security items, office directory, map of the city/country, first aid kit, necessary spare parts; 

·         ensuring that all immediate actions require by rules and regulations are taken in case of involvement in accidents;

Deliverables

 

The incumbent’s work will strengthen and facilitate the implementation of the project’s activities through effective and efficient administrative and logistical support being provided to the UNODC criminal justice coordinator, the National Project Officer and the National Coordination Officer. More specifically, it is expected that following outputs are achieved within the five months duration of the contract:

 

·         Transparent filing and management of all administrative project records, inventory and office stationery, as requested by the Criminal Justice Coordinator; 

·         Smooth preparation, from a logistical perspective, of project-related workshop, trainings, study visits and travel arrangements, in accordance with the work plan of PSET-49;

·         Reliable, secure and timely driving services provided to authorized UNODC project personnel; 

·         Other basic administrative / logistical support tasks, such as ad hoc translation or interpretation, minute-taking, etc., implemented to the satisfaction of the UNODC Criminal Justice Coordinator.

Qualifications :

 

 Education

  • Secondary education;  
  • Certification/diploma or other supplemental academic qualifications or training in Administrative/Logistics Management is highly desirable.
  • Valid driving license
Other  Skills
  • Good computer skills and use of relevant software packages (Microsoft Word, Excel); 
  • Safe driving record, knowledge of driving rules and regulations, and skills in minor vehicle repair;
  • Proven interpersonal skills and the ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity
  • Ability to perform effectively and remain in control even under pressure;
  • Full proficiency and good working knowledge of English.

Work experience
  • Prior exposure to administrative work considered an important asset
  • At least three (3) years of work experience as a driver, preferably with a UN organization 
  • Good experience in the usage of computers and office software packages;
  • Relevant working experience in the region and/or other post-conflict environments considered an asset
