Background: |
UNDP/PAPP has been designated to assume the role of Principal Recipient (PR) for the Global Fund for HIV and AIDS, Tuberculosis (TB) and Malaria (GFATM) grants in the West Bank and Gaza. In its role as PR, UNDP is responsible for the financial and programmatic management and monitoring of the GFATM grants, as well as for the procurement of health and non-heath products. In all areas of implementation, it provides capacity development services to sub-recipients (SRs) and implementing partners.
UNDP, in its quality of Principal Recipient, is responsible for the support of procurement & supply of the health and non health products. Because, medical procurement and supply chain management represent an important portion of expected expenditures for the GFATM grants, the Officer will be recruited to provide support to all procurement activities in close collaboration with the UNDP/PAPP Procurement department as well as provide technical assistance to strengthen the supply chain systems, when relevant, at the recipients’ levels.
Under the overall guidance of Programme Manager, but under the direct supervision of the Senior Monitoring and Evaluation Officer, Supply Chain Management and Field Liaison Officer will be responsible for two main functions: (i) Supply Chain Management-- the Officer will be responsible for support and following on Procurement and distribution activities for the GFATM sponsored grants starting from the planning stage until the distribution phase. The incumbent will also perform on-site field supervision visits to ensure receiving of goods and quality distribution. (ii) Field Liaison— the Officer will liaise with the ministry of health related directorates/ departments and other project stakeholders to facilitate and arrange for the required day-to-day communications, preparations and operations.
The Supply Chain Management and Field Liaison Officerare expected to promote a collaborative, client-focused, quality and results-oriented approach in the Programme Management unit at UNDP/PAPP as well as with other departments and sub-recipients/beneficiaries.
The incumbent will be based at UNDP Ramallah with frequent travels to UNDP/PAPP Jerusalem office.

Description of Responsibilities: |
- Prepare and follow up procurement plans, including health related procurement, in support to the UNDP/PAPP Procurement Support team
- Ensure compliance of all purchases with the GFATM related policies with regard to quality assurance and control and good management practices, while the UNDP/PAPP procurement team will ensure full compliance of procurement activities with UN/UNDP rules, regulations, policies and strategies.
- Manage all assets under GFATM Project in compliance with the UNDP Asset Management Rules and Regulations including but not limited to recording, coordinating and reconciling asset inventory including physical verification of asset on sites, asset transfer, disposal, write-off and synchronization of Asset Inventory and ATLAS
- Ensure that all service points assure the use of standardized or compatible data-collection forms (e.g., medical records, registers). This may include the management of manual and computer recording system on numbers of commodities distributed (e.g., Condoms, ARV, ITNs) in compliance with good distribution practices
- Work with the Ministry of Health to ensure strong supply chain systems to avoid any stock outs.
- Perform follow up and supervision on incoming goods, storage conditions, dispatching, delivery, transportation and distribution. Providing assurance of quality control and good practices
- Support the client in developing standard operating procedures that maintain the quality of medicines through storage and distribution
- Work with the Ministry of Health to prepare (and update) national needs with regard to pharmaceuticals – this will entail a relative expertise in HIV and TB related drug forecasting
- Support client capacity in developing and reporting on aggregated numbers of people reached/served, all service points use standardized or compatible reporting tools/forms. At facility-based HIV care/ART reporting system should covers compliance, ARV regimen, pharmacovigilance any other drug related problem
- Provide technical assistance with regards to technical specifications set up and review
- Assist in the input of timely and proper preparation and planning of procurement plans for the different GFATM grants and establishment of their deadlines
- Conduct market research to keep abreast of market developments, research and analyze statistical data and market reports on the world commodity situation, production patterns and availability of goods and services;
- Maintain electronic and hardcopy files and records to ensure proper accountability;
Field Liaison Functions:
- Liaise with the ministry of health related directorates and departments to facilitate and arrange for the required communications, planning and operations.
- Establishment of a coordination and close cooperation mechanism with the ministry of health and other project stakeholders to raise issues of concern and to ensure and foster the implementation
- Sustain and manage technical and operational support to ensure the continuous delivery and operation of program activities
- Perform other related duties as required
Impact of Results
The key results have an impact on the GFATM project in assuring efficiency and transparency in procurement, distribution and utilization management. The introduction and implementation of best practices in operational planning and documentation in compliance with the GFATM rules and regulations. Assurance of high- quality expertise to procurement and distribution system and timely delivery of services.
The incumbent’s results will support smooth running and implementation of the Programme activities and overall reporting and documentation in compliance with the GFATM rules.

Qualifications : |
Education:
• Bachelors degree in Pharmacy, Public Health, or any development related field and/or a degree in (medical) supply management and procurement. A Master degree is an advantage.
Experience:
-
Minimum of 5 years professional experience, which includes at least 2 years of experience in pharmaceutical and medical goods procurement planning, forecasting, stock system design and implementation and market research.

Good experience in providing technical assistance in warehousing, distribution, freight/logistics and supply chain management in developing countries

Knowledge of stock systems both manual and electronic and forecasting techniques

Solid experience in the establishment and maintenance of reliable inventory management
-
Solid experience in the management of people and systems in high-pressure environments.

Experience of UN or UNDP procurement procedures and Atlas is highly desirable.
Language Requirements:
Fluency in English and Arabic
