Background:
UNDP/PAPP (Programme of Assistance to the Palestinian People) is seeking suitable candidates for the position of Monitoring and Evaluation Analyst to be based in Ramallah. Under the guidance and direct supervision of the Chief Technical Advisor (CTA)/Programme Manager, the Access to Justice Specialist will contribute to the implementation of a multi-year programme on Supporting Rule of Law and Access to Justice for the Palestinian People (2009-2012).
 
Since 2004, UNDP/PAPP has worked on developing the infrastructure of the Palestinian Authority’s justice system and has focused on institutional capacity development of the High Judicial Council and the Attorney-General’s Office. A UNDP/BCPR mission carried out in February 2009 recommended that UNDP/PAPP undertake an expanded programme for this sector to fill the gaps through significant and more substantive changes in the scope, structure and size of its interventions. The new programming framework will extend support for institutional capacity development to the Ministry of Justice and develop a comprehensive access to justice strategy engaging actors at all levels, including the Palestinian Bar Association, universities, civil society organizations and other grassroots initiatives.
 
Efforts will be directed towards strengthening the institutional capacity of the Ministry of Justice, extending the reach out of legal aid services and legal awareness programmes throughout the occupied Palestinian territory (oPt), setting up the foundation for work with civil society in Gaza Strip, improving gender and juvenile justice conditions and exploring modalities for engagement with the informal justice systems and its linkages with the formal system. Assistance will also be provided to enhance public confidence in the justice system. In doing so, efforts to support networks of legal professionals and provide models for harmonization of the various existing legal systems in the oPt will be made.
 
The Monitoring & Evaluation (M&E) Analyst will be responsible for the implementation and delivery of part of the programme’s Intended Output 5 (Confidence building amongst stakeholders within and dependant on the justice system promoted) as well as for the measurement of the overall performance through the whole programme.
Description of Responsibilities:
Under the direct supervision of the CTA/Programme Manager, and in close collaboration with other team members, the M&E Analyst will be responsible for, but not limited to, the followings:
  • Design and implement the programme’s M&E plan that will generate timely information and feedback to stakeholders of the programme and to UNDP/PAPP.
  • Develop programmatic, organizational and other relevant monitoring tools, including data collections tools, and information tracking tools.
  • Work closely with other programme team member, providing leadership and technical guidance for monitoring and evaluation.
  • Support the conduct of assessment, surveys etc. and data analysis.
  • Analyze statistical information needed for reporting and contribute with input or draft relevant part of the reports.
  • Conduct periodic and regular research studies to evaluate best practices and identify lessons learned throughout the programme cycle.
  • Evaluate results achieved by the programme, including by partners, against their targets in close cooperation with other programme team members and track overall progress in achieving the programme outputs.
  • Participate in regular meetings of the Programme Board and give regular briefings to the CTA/Programme Manager and the Board.
  • Hold regular meetings and conduct field visits on a regular basis to keep track of the programme implementation in close coordination with the relevant programme team members and partners.
  • Conduct a baseline survey on access, awareness, perception, confidence and unmet needs, with specific focus on the needs of vulnerable groups.
  • Strengthen the existing data-gathering and feedback mechanisms and pilot in six cities in partnership with relevant national institutions.
  • Conduct analysis of the data and support the institutionalization of monitoring and developing response strategies.
  • In coordination with key PNA ministries, judicial institutions, universities, CSOs and others, develop creative strategies to promote public knowledge as well as public confidence in the justice system.
  • Support the documentation of programme activity-related reports, programme data, lessons learned and best practices for dissemination throughout the PNA and partner organizations as well as to UNDP HQ, in particular, the Bureau for Crisis Prevention and Recovery.
  • Provide monthly reports to the CTA/Programme Manager and liaise with Gaza-based programme staff on a regular basis.
  • Perform other duties as and when required by the CTA/Programme Manager.

Qualifications :
Education
  • Master’s Degree or equivalentin law, political science, social science, statistics or in a related field.
Experience
  • Minimum of 2 years of progressively responsible experience in relevant fields, preferably in the oPt, including at least 1 year working onmonitoring and evaluation.
  • Skills and experience in M&E, including data collection, statistical analysis and reporting, in development projects or programmes required.
  • Proficiency in evaluation design and development of indicators desirable.
  • Experience in analyzing descriptive, inferential and advanced statistics with strong quantitative and qualitative skills and ability desirable.
  • Knowledge of the Palestinian legal systems and related legal materials would be an asset.
  • Experience in programme/project planning and execution as well as monitoring and evaluation of projects would be an asset.
Language requirements
Fluency in Arabic and English, including excellent writing skills.
