Background: |
UNDP/PAPP (Programme of Assistance to the Palestinian People) is seeking suitable candidates for the position of Gender and Juvenile Analyst to be based in Ramallah. Under the guidance and direct supervision of the Chief Technical Advisor (CTA)/Programme Manager, the Access to Justice Specialist will contribute to the implementation of a multi-year programme on Supporting Rule of Law and Access to Justice for the Palestinian People (2009-2012).
Since 2004, UNDP/PAPP has worked on developing the infrastructure of the Palestinian Authority’s justice system and has focused on institutional capacity development of the High Judicial Council and the Attorney-General’s Office. A UNDP/BCPR mission carried out in February 2009 recommended that UNDP/PAPP undertake an expanded programme for this sector to fill the gaps through significant and more substantive changes in the scope, structure and size of its interventions. The new programming framework will extend support for institutional capacity development to the Ministry of Justice and develop a comprehensive access to justice strategy engaging actors at all levels, including the Palestinian Bar Association, universities, civil society organizations and other grassroots initiatives.
Efforts will be directed towards strengthening the institutional capacity of the Ministry of Justice, extending the reach out of legal aid services and legal awareness programmes throughout the occupied Palestinian territory (oPt), setting up the foundation for work with civil society in Gaza Strip, improving gender and juvenile justice conditions and exploring modalities for engagement with the informal justice systems and its linkages with the formal system. Assistance will also be provided to enhance public confidence in the justice system. In doing so, efforts to support networks of legal professionals and provide models for harmonization of the various existing legal systems in the oPt will be made.
The Gender and Juvenile Justice Analyst will be responsible for the implementation and delivery of the programme’s Intended Output 3 (Gender and Juvenile Justice Improved) in the oPt. In his/her capacity, the post-holder will provide overall advisory support and technical guidance on gender & juvenile justice.

Description of Responsibilities: |
Under the direct supervision of the CTA/Programme Manager, and in close cooperation with the Rule of Law Advisor based at the Ministry of Justice, the Gender and Juvenile Justice Analyst will be responsible form, but not limited to, the followings:
- Work closely with the Ministry of Justice and the Ministry of Women’s Affairs to assist in developing a gender justice strategy and action plan to be adopted and implemented.
- Work closely with the Ministry of Justice, the Ministry of Youth and Sports and the Ministry of Social Affairs to assist in developing a juvenile justice strategy and action plan.
- Focusing on the existing studies/information on gender- and juvenile-related legislation and assessing the compliance with international standards, consult and discuss with other partners working in this field (e.g. UNIFEM, UNICEF, EUPOL COPPS).
- In close cooperation with the Monitoring and Evaluation Specialist, develop a monitoring system to assess the performance of the justice system with regards to international standards on gender and juvenile justice.
- Assist the Ministry of Justice in organizing a conference on gender justice and provide technical support to implement the recommendations of the conference.
- Pilot audit processing of gender-based violence and juvenile cases in partnership with communities and civil society organizations.
- Organize public consultation sessions on the findings of the pilot audit.
- In alignment with MDG Fund for Women, co-develop training materials and co-host training sessions for legal professionalson gender based violence and juvenile justice in compliance with international standards.
- In partnership with civil society organizations, youth groups/networks and university students, conduct awareness-raising campaigns on women and children’s rights.
- Facilitate meetings and dialogue on gender justice with national stakeholders, especially involving men and boys.
- Sensitize local authorities and community leaders on the need to report cases of sexual assault and domestic violence and ensure protection of victims and their families.
- Monitor the situation on gender related violence and discrimination and hold periodic dialogue with the relevant Ministriesand other national partners.
- Be a resource person for other UNDP/PAPP’s projects and programme in close consultation with UNDP/PAPP’s Social Development and Gender Advisor.
- Maintain good relationships with partner institutions/organizations through regular meetings and reporting.
- With the CTA/Programme Manager, finalize a logical framework analysis and prepare a monitoring plan for the gender and juvenile justice outputs.
- Provide monthly reports and keep the CTA/Programme Manager informed of any development in the area of gender and juvenile justice.
- With support from the Programme Assistant, prepare a financial forecast for the gender and juvenile justice output and monitor expenditures.
- Participate in the provision of scholarships to law students with a view to ensuring gender-sensitive selection process and monitor the impact of the scholarship initiative, in particular, for female recipients.
- Provide monthly reports to the CTA/Programme Manager and liaise with Gaza-based programme staff on a regular basis.
- Perform other duties as and when required by the CTA/Programme Manager.

Qualifications : |
Education
- Master’s Degree or equivalentin law, political science, social science or in a related field.
Experience
- Minimum of 2 years of progressively responsible experience in relevant fields, preferably in the oPt, including at least 1 year working on gender or juvenile justice-related issues.
- Formal qualifications and/or operational exposure/experience in justice sector reform, access to justice, legal reform, and/or related issues for women, men and young people desirable.
· Experience of working with public institutions as well as with community organizations and civil society desirable.
- Experience in programme/project planning and execution as well as monitoring and evaluation of projects would be an asset.
- Excellent communication skills, group facilitations skills and negotiation skills required.
Language requirements
Fluency in Arabic and English, including excellent writing skills.
