Background: |
UNDP/PAPP (Programme of Assistance to the Palestinian People) is seeking suitable candidates for the position of Access to Justice Analyst to be based in Gaza. Under the direct supervision and guidance of the Deputy Programme Manager/Gaza Coordinator & Access to Justice Advisor, the Access to Justice Analyst will contribute to the implementation of a multi-year programme on Supporting Rule of Law and Access to Justice for the Palestinian People (2009-2012)in Gaza.
Since 2004, UNDP/PAPP has worked on developing the infrastructure of the Palestinian Authority’s justice system and has focused on institutional capacity development of the High Judicial Council and the Attorney-General’s Office. A UNDP/BCPR mission carried out in February 2009 recommended that UNDP/PAPP undertake an expanded programme for this sector to fill the gaps through significant and more substantive changes in the scope, structure and size of its interventions. The new programming framework will extend support for institutional capacity development to the Ministry of Justice and develop a comprehensive access to justice strategy engaging actors at all levels, including the Palestinian Bar Association, universities, civil society organizations and other grassroots initiatives.
Efforts will be directed towards strengthening the institutional capacity of the Ministry of Justice, extending the reach out of legal aid services and legal awareness programmes throughout the occupied Palestinian territory (oPt), setting up the foundation for work with civil society in Gaza Strip, improving gender and juvenile justice conditions and exploring modalities for engagement with the informal justice systems and its linkages with the formal system. Assistance will also be provided to enhance public confidence in the justice system. In doing so, efforts to support networks of legal professionals and provide models for harmonization of the various existing legal systems in the oPt will be made.
The Access to Justice Analyst will be responsible for the implementation and delivery of the programme’s Intended Output 4 (Rule of law in Gaza Strip initiated as part of early recovery and reconstruction plan). |
Description of Responsibilities: |
Under the direct supervision of the Deputy Programme Manager/Gaza Coordinator & Access to Justice Advisor and in close collaboration with other programme team members, the Access to Justice Analyst will be responsible for, but not limited to, the followings:
- Conduct a mapping exercise on the activities of civil society organizations (CSOs) in the field of rule of law and access to justice to identify gaps and ensure concerted engagement by relevant actors, both international and national.
- Create a coordination mechanism among all stakeholders which will support the capacity development of national civil society organizations in delivering legal aid services and promoting legal awareness.
- Develop and strengthen civic education curricula on the overall concept of rule of law for youth through schoolsand youth centres in collaboration with relevant actors such as the Ministry of Education, UNRWA, UNICEF and CSOs.
- Engage in capacity- and confidence-building with Rule of Law sector, including consultative and participatory processes with national stakeholders, including women/youth’s networks and legal professionals.
- Provide technical advice and mentoring on basic human rights, code of conduct and principles of the justice system to local judiciary, law-enforcement and security and traditional authorities.
- Organize baseline information gathering on access to justice and judicial performance in Gaza.
- Extend partnership with the Palestinian Bar Association to increase provision of legal aid services in Gaza strip and establish a legal aid clinic in Gaza.
- Create strategic partnership with specialized CSOs and provide grants to increase provision of legal aid services in Gaza, in conjunction with the legal aid clinic(s) of the Palestinian Bar Association.
- Organize training for legal professionals and CSOs on effective and quality provision of legal aid services.
- Provide technical and financial support to local NGOs in the field of legal assistance to strengthen their expertise and efficiency as well as their advocacy capacity.
- Create, organize and support a network of NGOs specialized in legal assistance in Gaza. Ensure information and experience sharing and promote closer collaboration amongst them.
- In partnership with CSOs, organize a campaign to raise public awareness about their rights and duties.
- Establish a monitoring system to assess the performance of the legal aid clinic(s) in providing quality and timely legal assistance to the population.
- Initiate a pilot project in Gaza on gender and juvenile justice in partnership with UNICEF, UNRWA and other relevant actors.
- Initiate training initiatives and organize seminars and workshops forCSOs on rule of law, access to justice and human rights.
- Liaise with national counterparts, UN agencies, national and international NGOs, and targeted populations in relation to access to justice issues.
- Participate in inter-agency working groups and initiatives to promote rule of law, protection and human security in Gaza.
Perform any other related duties as requested by the Deputy Programme Manager/Gaza Coordinator & Access to Justice Advisor. |

Qualifications : |
Education
- Master’s Degree or equivalentin law, political science, social science or in a related field.
Experience
- Minimum of 2 years of progressively responsible experience in relevant fields, including at least 1 year working on access to justice-related issues.
- Formal qualifications and/or operational exposure/experience in justice sector reform, access to justice, legal reform or related issues desirable.
- Sound and proven management skills, training experience, strong leadership, people development skills and proven ability to work inclusively and collaboratively with counterparts under a complex political situation desirable.
- Experience of working with public institutions as well as with communityorganizationsand civil society desirable.
- Strong analytical skills with the ability to deal with a range of complex legal issues would be an asset.
- Experience in programme/project planning and execution as well as monitoring and evaluation of projects would be an asset.
Language requirements
Fluency in Arabic and English, including excellent writing skills.
