Background:
UNDP/PAPP (Programme of Assistance to the Palestinian People) is seeking suitable candidates for the position of Deputy Programme Manager/Gaza Coordinator & Access to Justice Advisor to be based in Gaza. Under the direct supervision and guidance of the Chief Technical Advisor (CTA)/Programme Manager based in Ramallah and in daily interaction with the Head of UNDP/PAPP Gaza Office, the Deputy Programme Manager/Gaza Coordinator & Access to Justice Advisor will contribute to the implementation of a multi-year programme on Supporting Rule of Law and Access to Justice for the Palestinian People (2009-2012)in Gaza.
 
Since 2004, UNDP/PAPP has worked on developing the infrastructure of the Palestinian Authority’s justice system and has focused on institutional capacity development of the High Judicial Council and the Attorney-General’s Office. A UNDP/BCPR mission carried out in February 2009 recommended that UNDP/PAPP undertake an expanded programme for this sector to fill the gaps through significant and more substantive changes in the scope, structure and size of its interventions. The new programming framework will extend support for institutional capacity development to the Ministry of Justice and develop a comprehensive access to justice strategy engaging actors at all levels, including the Palestinian Bar Association, universities, civil society organizations and other grassroots initiatives.
 
Efforts will be directed towards strengthening the institutional capacity of the Ministry of Justice, extending the reach out of legal aid services and legal awareness programmes throughout the occupied Palestinian territory (oPt), setting up the foundation for work with civil society in Gaza Strip, improving gender and juvenile justice conditions and exploring modalities for engagement with the informal justice systems and its linkages with the formal system. Assistance will also be provided to enhance public confidence in the justice system. In doing so, efforts to support networks of legal professionals and provide models for harmonization of the various existing legal systems in the oPt will be made.
 
The Deputy Programme Manager who will also act as Coordinator in Gaza for activities under this programme will be responsible for the implementation of the programme in the Gaza Strip and will also perform an advisory function in the area of access to justice. The post-holderwill ensure coordination and coherence in programme activities to be implemented in Gaza, reporting to and closely working with the Head of UNDP/PAPP Gaza Office on a day-to-day basis, supervise programme staff in Gaza and will liaise with the programme staff based in Jerusalem and the West Bank.
Description of Responsibilities:
Under the direct supervision and guidance of the Chief Technical Advisor/Programme Manager and in daily interaction with the Head of UNDP/PAPP Gaza Office, the Deputy Programme Manager/Gaza Coordinator & Access to Justice Advisor will be responsible and accountable for the day-to-day management and delivery of the programme outputs to be realized in Gaza, including the use of programme funds, and will also be responsible for the provision of technical advice on access to justice programming. S/he shall be responsible for, but not limited to, the followings:
Programme Implementation & Strategic Management
 
·          Ensure timely and efficient delivery of the programme outputs in Gaza through day-to-day planning, implementation, monitoring and evaluation, using a client-satisfaction approach.
·          Assist the CTA/Programme Manager with the development of annual work plans, human resources plans and procurement plans.
·          Assess the impact and effectiveness of the programme through regular field visits and highlight achievements, progress and challenges through impact- and results-driven reports submitted to the CTA for review.
·         In Gaza, directly supervise the Access to Justice Specialist, programme assistant and driver.
·         Maintain regular working relationship with the Head of UNDP/PAPP Gaza Office to ensure overall integration of the programme within the overall programmatic approach of the Gaza Office.
·         Conduct thematic analysis and programme review, including strategic guidance on activity planning and implementation strategies relevant to Gaza.
·         Provide support in advancing thematic coordination on rule of law and access to justice in Gaza and ensure consistency and complementary implementation in relation to other UNDP programmes.
·         Represent UNDP in inter-agency fora related to rule of law or access to justice in Gaza.
·          Ensure adequate visibility and awareness in relation to the programme implementation in Gaza and support the CTA/Programme Manager with resource mobilization efforts.
·          Assist the CTA/Programme Manager in monitoring the Programme Risk Assessment, in particular with regard to the political, legal, social, economic and security situation in Gaza.
·          Keep the CTA/Programme Manager abreast of programme planning, development and/or obstacles in Gaza in order for UNDP/PAPP senior management to provide regular update to the Palestinian National Authority. 
·          In the absence of the CTA/Programme Manager, the Deputy Programme Manager/Gaza Coordinator & Access to Justice Advisor will assume the function of Officer-In-Charge (OIC) with delegated authority.
·          Carry out any other relevant duties as requested by the CTA/Programme Manager.
 
Technical Advice on Access to Justice
 
In close collaboration with the Access to Justice Specialist, substantively contribute to the following activities:
 
  • Conduct a mapping exercise on the activities of CSOs in the field of rule of law and access to justice in Gaza to identify gaps and ensure concerted engagement by relevant actors, both international and national.
  • Supervise the selection process of CSO partners, keep Programme Board abreast of selection results and provide regular updates of selection criteria etc.
  • Create a coordination mechanism among all stakeholders which will support the capacity development of national civil society organizations in delivering legal aid services and promoting legal awareness.
  • Develop curricula on the overall concept of rule of law for youth through schools, universities and youth centres in collaboration with relevant actors such as the Ministry of Education, UNRWA and UNICEF.
  • Supervise the conduct of regular public outreach and civic education sessions.
  • Engage in capacity- and confidence-building with Rule of Law sector, including consultative and participatory processes with national stakeholders, including women/youth’s networks and legal professionals.
  • Organize baseline information gathering on access to justice and judicial performance in Gaza.
  • Extend partnership with the Palestinian Bar Association to increase provision of legal aid services in Gaza strip.
  • Create strategic partnership with specialized civil society organisations and supervise the provision ofsupport to enhance access to justice for the people in Gaza.
  • Facilitate the establishment of a legal aid clinic in Gaza in consultation with the Palestinian Bar Association and existing rule of law and human rights organizations.
  • Supervise the provision of technical and financial support to local NGOs in the field of legal assistance to strengthen their expertise and efficiency.
  • Liaise with national counterparts, UN agencies, national and international NGOs and targeted populations in relation to access to justice issues.
  • Participate in inter-agency working group and initiatives to promote rule of law, protection and human security in Gaza.
 
Financial & Operational Management
 
·         Ensure integrity of financial and administrative procedures as well as a consistent application of UNDP rules and procedures with regard to programme implementation and operations.
·         Supervise requisitions, purchase orders and payment requests in ATLAS, and ensures monthly delivery updates to the Programme Manager on financial delivery performance in Gaza.
·         Provide leadership and oversight to ensure that qualitative services are provided to national counterparts and beneficiaries including fair and transparent procurement process and efficient operational support.
Partnerships and Resource Mobilization Strategy
·          Ensure coherence, complementarities and coordination with other development actors in the area of Rule of Law and Access to Justice (i.e. European Commission, EUPOLCOPS, USAID, etc.) in Gaza.
·         Advocate for and substantially contributes to UN and multi-partner joint planning and/or programming initiatives, in particular within the Early Recovery framework in Gaza.
  • Build partnerships with local and international civil society organizations throughout programme implementation.
  • Identify funding opportunities and support the Programme Manager with programme resource mobilization efforts with donor partners, including the development of advocacy/communication tools in support of resource mobilization.

  • Identify sources of information related to policy-driven issues, identification and synthesis of best practices and lessons learnt directly linked to Rule of Law and Access to Justice programming in Gaza.

Qualifications :
Education
  • Master’s Degree or equivalent in Business Administration, Public Administration, Legal Affairs, Political Science, Social Sciences or related field.
Experience
  • Minimum of 4 years of progressive experience in managing development projects.
  • Formal qualifications and/or operational exposure/experience in justice sector reform, access to justice, legal reformor related issues.
·          Experience of working with public institutions as well as with grassroots organizations and civil society required.
  • Experience in programme/project planning and execution as well as monitoring and evaluation of projects would be an asset.
  • Sound analytical skills on political, legal, social, cultural and any other relevant issues.
Language requirements
Fluency in Arabic and English, including excellent writing skills.
