Background:
In 2009, UNDP conducted a social development assessment through which to define potential new programming areas for the Gaza Strip. As a result of this assessment, UNDP will now develop cross-cutting interventions for older persons, youth and people with disabilities. The project manager will be expected to develop UNDP’s comprehensive new social development programming approach, including in early recovery. S/he will also manage the MDGs Achievement Fund (MDG-F) Gaza. The MDG-F was launched to accelerate efforts to reach the Millennium Development Goals, and to support UN reform efforts at the country level. The MDG-F will intervene in a number of thematic areas and one of the thematic windows is Gender Equality and Women’s Empowerment. The project manager will also advance UNDP’s work on Security Council Resolution 1325 (2000) on Women, Peace and Security.
Description of Responsibilities:
Under the guidance of UNDPs Social Development and Gender Advisor, the MDG-F Programme Manager and a UNDP Programme Analyst, the Programme Manager is responsible for management of the MDG-F programme in Gaza within the thematic/sectoral areas assigned and will ensure that social development issues are mainstreamed into all UNDPs work. The Project Manager works in close collaboration with the operations team, programme staff in other UN Agencies, UNDP HQ staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful programme implementation. The incumbent will perform the following duties:
1. Coordination and reporting
*        Establish effective means for strengthening technical co-ordination with counterparts
*        Support the annual work planning exercises with all participating UN agencies, assist in designing the joint workplan, ensure alignment with PA workplans
*        Advise on sequencing of activities, partnership strategies and integration of risk management and contingency planning in Gaza work plans
*        Follow-up closely on programme implementation in order to quickly identify delays and bottlenecks and propose means for solving these
*        Support the development of a monitoring, evaluation and reporting framework plan for the Joint Programme and ensure its implementation in Gaza
*        Organize regular briefing meetings for participating UN agencies in Gaza at which to discuss progress, risks and opportunities
*        Prepare written status reports, according to a template
*        Monitor whether project activities and expenditures are in line with UNDP’s Gender Equality Strategy 2008-2011 and with UNDP/PAPP’s Mid-term Strategic Framework
*        Ensure synergy between MDG-F activities and recommendations of the Gender Task Force
 
2. Knowledge Sharing and Networking
*        Facilitate institutional and technical learning on cross-cutting issues
*        Contribute to UNDP/PAPP knowledge on social development programming
*        Provide inputs and/or advisory support to programme staff
*        Establish working groups to mainstream cross-cutting issues into broader programming

Qualifications :
Education:  Master’s Degree or equivalent in Gender, Development, Public Administration, Conflict Studies, or related field
Experience: Minimum four years of relevant senior level experience at the national or international level in programme/project management. Significant management experience with progressively responsible leadership roles and growing numbers of supervisees. Experience in the usage of computers and office software packages (MS Word, Excel, etc).

Languages: Fluency in English and Arabic (both speaking and writing).
