Background: |
UNDP/PAPP has been designated to assume the role of Principal Recipient (PR) for the Global Fund to Fight HIV and AIDS, Tuberculosis (TB) and Malaria (GFATM) grants in the West Bank and Gaza. In its role as PR, UNDP is responsible for the financial and programmatic management and monitoring of the GFATM grants as well as for the procurement of health and non heath products. In all areas of implementation, it provides capacity development services to sub-recipients and implementing partners.
Robust administrative and financial systems/mechanisms are essential in programme management. In this light, the UNDP PAPP Office, in its capacity of PR, seeks to achieve the following objectives through the administrative and financial management of the Global Fund grants:
a. to monitor all financial operations incurred within the GFATM funded programmes;
b. to contribute in strengthening administrative and financial systems of sub and sub-sub-recipients (SR and SSRs) , and thereby enhance programme delivery and performance;
c. to promote accountability for financial resource use; and
d. to document, provide feedback on, and disseminate lessons learned. |
Description of Responsibilities: |
In order to coordinate the financial and administrative aspects of the GFATM programmes, a qualified and experienced Finance and Administration Officer will be recruited. S/he will report to the Global Fund Programme Management Adviser and will be responsible for the following:
- Ensure transparency in financial processes and in the use of funds as well as compliance with GFATM and UNDP financial and contractual guidelines
- Coordinate the financial and contractual transactions with sub recipients and other project partners
- Define administrative and financial needs together with SRs and the SRRs, the UNDP/Global Fund management unit and the UNDP procurement unit
- Prepare quarterly and annual financial reports, monthly cash flow and annual cash flow forecasts, as well as statement of sources and use of funds in compliance with the Global Fund requirements (to be submitted to the LFA/Global Fund)
- Develop a performance based disbursement and replenishment system and tracking key impact indicators (such task should be undertaken in coordination with the Monitoring and Evaluation Officer)
- Oversee the integrity and consistency of the programme information within the UNDP financial management system (ATLAS)
- Verify monthly disbursement reconciliations and to examine the variances and implements remedial actions
- Prepare the annual work plans and the introduction of the information into ATLAS, and ensure ATLAS budget revisions when required
- Process and ensure timely payments of services and goods to SRs and Implementing Partners including payments related to UNDP’s area of responsibility
- Provide guidance and (when required) capacity building to SRs and SSRs on financial related issues – from contracting and banking issues to budgeting, accounting and reporting
- Advise and recommend strategies for the improvement of administrative, financial, management accounting and information systems within the UNDP/Global Fund management unit and with the GFATM programme partners and to help in implementing solutions
In order to co-ordinate the smooth implementation of the Global Fund funded activities and to achieve the objectives of the Programme Grants for HIV and AIDS and TB, the Financial and Administration Officer should work closely with the respective financial officers/focal points at the SRs and SSRs’ levels.
In addition to the financial responsibilities detailed above, the incumbent will be responsible for the overall administration of the UNDP/Global Fund management unit.
The incumbent may be required to travel to the implementation sites for the purpose of financial monitoring the Global Fund supported activities

Qualifications : |
- Bachelor's Degree or equivalent, preferably in Finance/Accounting or Business Administration
- Minimum 4 years of relevant experience in financial management and administration working for a national or international organization/business
- Knowledge of the UNDP administrative and financial management procedures, rules, regulations, and accounting principles as well as Global Fund financial requirements will be an asset
- Computer literacy. Knowledge of Access and ERP (people soft) is highly desirable
- Excellent communication and interpersonal skills and ability to work effectively in a team environment
- Excellent command of spoken and written English, with professional ability in drafting reports and official documents.
