Background:
UNDP/PAPP-Jerusalem office invites candidates to apply for the position of one vacancy of Electrical Power Engineer who shall work under the supervision of the Engineering Unit at the UNDP-PAPP Jerusalem Office.
Under the direct supervision of the Senior electrical Engineer, he/she will conduct the daily supervision tasks for the implementation of the electrical works incorporated in the construction projects within the Northern region of the West Bank, and will be accountable for the following tasks and responsibilities
Description of Responsibilities:
Technical supervision tasks:
 
  • Assists in the preparation of tender documents pertaining to the electrical works of new projects (designs, bill of quantities, cost estimate and technical specifications) in accordance with International codes and relevant work practices.
  • Review and verify the projects tender documents (designs, bill of quantities, cost estimate and technical specifications) prepared by external consultancy firm(s) to ensure the technical soundness and conduct the needed corrections.
  • Provide supervision tasks on the electrical activities incorporated in the ongoing projects to ensure that the electrical works are implemented in accordance with the designs, technical specifications and other Contracts documents.
 
  • Supervise contractors performance in all matters related to the electrical works, and ensure that the minimum safety requirement are adhered to, in all the ongoing projects sites.
 
  • Check and review material submittals and equipment incorporated in the works to ensure the compliance with designs, specification, instructions and safety regulations as per contractual agreements.
  • Check and review the shop-drawings and as-built drawings submitted by contractors.
  • Check the Contractor’s works, notify the Contractor of any defects found with regards to the quality of the workmanship, material and equipment incorporated in the project construction; including the performance of the required sampling and testing.
  • Review the Contractor’s work schedules and updates thereof; closely monitor the work progress and project budget to ensure compliance with the project duration and cost. 
  • Assists the Engineering Unit in preparing payments submitted by contractors/and or consultants, check and record the measurements of the executed electrical works.
  • Participates in regular site coordination meetings with all technical project personnel, counterpart engineers, contractors, and suppliers to discuss project related matters.
  • Upon request, liaise and coordinate with the local authorities, counterparts and others, to identify projects components and their needs in order to achieve proper planning, timely and smooth implementation of the projects.
  • Any other supervision or design tasks that are deemed necessary to complete relevant projects in his/her field of specialty.
 
 
 
Administrative tasks:
  • Aware of the UNDP-PAPP mandate and represents the institution at all times.
  • Maintain a filing system for all site memos, instructions, measured quantities of work, material on site, reports, and other documents pertaining to the construction activities.
  • Prepare monthly progress reports.
  • Study and provide a written report on any contractor claim and/or variation of orders.
  • Prepare written snag lists for final project checking prior to handover.
  • Assist in the preparation of the Engineering Unit work plans, technical standards, and cost estimates.
 
Competencies :
Management – An ability to plan, organize, coordinate, budget, and report on strategic development of infrastructure and equipment in an area-wide approach in public institutions or UN agencies
 
Electric Technical Engineering – Competence in feasibility assessment and costing, Quick Impact infrastructure development, monitoring of construction and rehabilitation works, Environmental Impact Assessment (EIA), international procurement and contracting on infrastructure development, etc. Good command of MS Office applications (Word, Excel, Power Point, MS Project) and multi-skilled in technological issues, including Information and Communication Technology (ICT);
 
Adaptability - An ability to organize and produce results in a fluid working environment in a post-conflict situation.
 
Innovativeness - An ability to determine and implement appropriate infrastructure development and equipment solutions in situations with limited facilities and under strict deadlines, and knowledge of current trends in infrastructure development in post-conflict contexts.
 
 
Communication and Team building Skills - Strong communication and interpersonal, analysis, and planning skills, and ability to work amicably in a multi-disciplinary and multi-cultural environment
 
Ability and readiness to work in hardship duty stations, with very limited infrastructural facilities, is a must.
 
Qualifications :
  • B.Sc. degree in Electrical Engineering from an accredited university.
  •  Minimum 4 (Four) years progressive experience in supervising the implementation of construction projects.
  •  Have a diversified experience in power, control, instrumentation and electrical networks.
  • Full proficiency in spoken and written Arabic and English.
  • Ability to analyze a situation and produce structured reports.
  • Excellent interpersonal skills and ability to establish effective working relations in a team environment.
  • Use of information technology effectively as a tool and resource
  • Organizational and managerial skills, ability to communicate / negotiate.
  •  Self disciplined with strong ethics.
  • Ability to work independently and to take initiatives.
  •  Flexibility, resistance to stressful situations.
  • Have a valid driving license in the West Bank.
  • Membership in the Palestinian Engineers Association.
  •  Desire to learn new skills and actively participate in staff development activities
