Background:
The Police Support Programme is a Palestinian Police-led initiative supported by the EU Police Co-coordinating Office for Palestinian Police Support (EUPOL COPPS), the PA Ministry of Interior and is implemented by the United Nations Office of Project Services (UNOPS). Its central decision making and project approval mechanism is the Programme Steering Committee (PSC) chaired by the Ministry of Interior and attended by the Palestinian Civil Police (PCP) Police Commissioner, the Ministry of Finance and a Donor Representative.
 
The initiatives agreed in the PSC are implemented by UNOPS with supervision from the PCP department heads. UNOPS has established a Project Management Office to manage the day to day delivery of projects.
 
The IT Associate (ITA) will report directly to the PSP Project Manager and will be responsible, with the technical IT advise of the PCP ICT Director, for advising, mentoring and directly assisting the PCP in technical IT-related support and supply chain management for the IT project. He/She will be stationed at the PCP ICT department headquarters.
Description of Responsibilities:

The ITA is responsible for undertaking with activities related to building the PCP ICT infrastructure. The final product of the assignment will be a completed set-up of the working core and model of the networking part of the PCP ICT infrastructure following the master plan and strategies set by PCP, including:

 
·         Complete LAN and WAN infrastructure, including basic telephony infrastructure (IP, E1 and VoIP transport)
·         QoS, VPN, security and access control of WAN and LAN
·         Complete and detailed documentation of the process of and steps followed in:
o    planning
o    designing
o    installation guide
o    practical implementation
 
Other activities in support of the project to which s/he is assigned are as follows:
 
·         Develop detailed plans and configurations for the project activities, in accordance with defined strategies and best practices;
·         Implement the plans and systems by installing and configuring devices and equipment in accordance with defined strategies and plans;
·         Prepare reports on project activity;
·         Travel to various Police district offices/sites, to set up the systems and conduct visits/assessments, as required;
·         Liaise with other offices within the Region as required;
·         Perform other related duties as required
Competencies :
  • Technical competencies:
·         Technical knowledge and experience in both hardware and software, as applicable:
o    LAN: Cabling, topologies, protocols (Cat6 an advantage)
o    WAN: Fiber, Microwave
o    IPv4, IPv6
o    VPN: IPsec
o    Firewalls
o    QoS
o    Routing, switching and related protocols
o    VLAN and QinQ
o    Management and monitoring including SNMP
o    Access control (protocols and implementation)
o    Information Security management
o    Desirable in addition: telephony - ISDN 30B+D (E1), PSTN
o    An advantage: experience in use, operation, configuration of Asterisk software PBX system, with E1, IAX and SIP

Qualifications :
Education/Experience/Language
 
  • Master degree in computer/communications studies. First University degree in combination with 2 additional years of relevant work experience maybe considered in lieu of the Masters degree requirement. Sufficient years of practical experience may be accepted in lieu of a university degree.
  • Networking and information security certifications from reputable and respected institutions are an advantage
  • At least 5 years of progressively responsible professional experience related to the planning, design, development, implementation and maintenance of computer networking systems is required; demonstrated hands-on experience with network size at least 500 workstations, 10 WAN sites, at least 20 redundant links. Experience in activities not directly related to first-hand work, like higher level supervision or project management is not accepted;
  • Fluent in English orally and written. Arabic would be an asset. 
Additional Requirements  
  • Experience in dealing with complex logistical issues in difficult settings.
  • Experience in dealing with customers and clients and providing a high degree of customer support, education, and service.
  • Experience in project and team management and skills development considered to be an advantage
  • Experience of working with the UN (or NGO) in the Middle East considered to be an advantage
