Background:
UNDP/PAPP-Jerusalem office invites candidates to apply for the position of Programme Manager for the following portfolio:
·         Promote peace building through cross boundary wastewater management in the occupied Palestinian Territory.
·         Improvement of Solid Waste Management in the occupied Palestinian Territory. 
·         Upgrading of Water Systems in Jericho and Hebron Cities.
Under the guidance and direct supervision of the Programme Analyst, the Programme Manager is responsible for day-to-day management and decision making of the above mentioned projects. The Programme Manager analyzes political, social and economic trends and leads formulation, management and evaluation of project activities within his/her portfolio, provides policy, managerial and technical advice services. His/her main responsibility is to ensure that the project(s) produce the results specified in the Annual Work Plan (AWP), to the required standard of quality and within the specified constraints of time and cost; and as identified within the Project(s) Document(s) and criteria and objectives set by the projects.  
The Project Manager supervises and leads project support staff, coordinates activities of the projects’ staff. The Project Manager works in close collaboration with the Deputy Team Leader, Operation staff, Programme staff in UNDP, and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful UNDP Project  implementation.
The Programme Manager will also support the Environment and Natural Capital in order activities like: identification of new niches of work, creation of concept notes and proposals, development of Project Documents, assistance to working groups, among others.
 
Description of Responsibilities:
Overall project management
·         Manage the production and achievements of the required deliverables.
·         Direct and motivate the projects teams, including technical and non technical staff.
·         Liaise with the PA to assure overall direction and integrity of the project.
  • Ensure the technical and quality standards of the activities are within UNDP Rules and Regulations.
  • Ensure the proper management, planning and control of project.
  • Ensure the achievement of outputs in line with the approved work plan through the day-to-day planning, management coordination and implementation of activities.

  • Be responsible for project administration and implementation.
  • Liaise with counterparts, consultants of the projects, concerned stakeholders, and suppliers when necessary.
  • Liaise with the counterparts administrative managers on all issues related to the Project (explanation of UNDP and donor requirements, timely reporting, etc.)
  • Coordinate with the implementing partners on financial management of the project activities, including monitoring Project financial expenditures and transactions.
  • Provide the technical support for the projects and the Natural Capital, including engineering reviews and assists resolution of any arising technical issues.
  • Perform other relevant duties as assigned by the PA.
Project planning
  • Prepare the Annual Work Plans (AWP)
  • Prepare project, Stage and, if necessary, Exception Plans in coordination with the PA.
  • Review and comment on projects concept papers and proposals in the fields of water resources management and the environment.
Project monitoring
  • Plan and monitor the project through the ATLAS system.
  • Manage the risks, including the development of contingency plans.
  • Take the responsibility for overall progress and uses of resources and initiate corrective actions when the projects performance various from the original plan, in coordination with the PA.
  • Be responsible for charge control and any required configuration management, in the coordination with the PA.
  • Track and review actual projects accomplishments and results to projects plans.
Project reporting
  • Prepare and report to PA through the highlights reports and end stages reports.
  • Generate the lesson learned report for review by the PA on a monthly basis.
  • Prepare communication plans.
  • Prepare bi-annual reports according to UNDP reporting and monitoring guidelines.
  • Prepare all financial reports as required by donors.
  • Generate all Atlas financial and project reports for review of the PMO on a monthly basis.
  • Prepare any follow-up on action recommendations required.
Portfolio development
  • Identify new niches of work.
  • Prepare concept notes and proposals as required by the Team Leader.
  • Develop Project Documents.
  • Assist to working groups like EWASH and others.

Qualifications :
  • A Master degree or equivalent in Environment, Water, Wastewater Engineering or related fields.
  • Minimum 3 years of experience in managing complex and diverse projects in the fields of water, wastewater and solid waste management, including supervising project staff.
  • Demonstrated experience working in a team environment and managing projects, including experience in project design, supervision, monitoring and evaluation techniques.
  • Demonstrated experience working in a team environment and managing projects, including experience in project design, review of projects proposals, supervision, monitoring and evaluation techniques.
  • Knowledge of UNDP rules, procedures and regulations will be a plus.
  • Strong organizational and communications skills, including fluency in oral and written English and Arabic.
  • Knowledge of the West Bank’s regulatory and administrative environment and personnel working in the relevant sectors will be a plus.
  • Proficiency in utilization of Microsoft Office Software, including Microsoft Project. Experience in utilizing Management Information Systems (MIS), including ATLAS is an asset.
