Background:
The United Nations Office for Project Services Jerusalem Operations Center (UNOPS JMOC) was established in East Jerusalem in late 2006. Its aim is to provide the United Nations sister agencies and the humanitarian and development sectors within the occupied Palestinian territories with professional project implementation services.
 
UNOPS is currently engaged in designing and building a USD 17million Police Academy(PTF) in support of the Palestinian National Authority in Jericho, Palestinian territories, on behalf of several international donors. The project consist of design and construction of all civil and earth works, utilities, hard and soft landscaping and 8 new buildings comprising dormitories, dining facilities and classrooms. Upon completion the facility will be capable of training and housing approximately 600 police personnel.   
 
The site manager is required to manage and coordinate day to day activities of building contracts and must therefore fully understand and be experienced in all aspects of the construction process. The SM will be expected to show tradesmen best practice techniques of key technical trades. The SM will therefore have extensive practical experience performing practical construction activities and supervising works, i.e. the SM will have a skilled tradesmen back ground. Engineering support will be provided by the engineering staff.
 
Description of Responsibilities:
Under the direct supervision of PTF Project Manager and with the technical support of the Chief Engineer and the engineering team the SM is responsible for managing all day to day construction activities. These will include:
 
·      Managing, planning and coordinating monthly, weekly and daily construction activities.
·      Managing construction site safety
·      Managing construction quality activities
·      Participating in construction approval and inspection activities.
·      Liaise closely with engineering staff ensuring engineering accuracy of construction activities.
·      Mentoring and directing engineering staff including teaching dimensional control, best practice and etc
·      Mentoring and directing contractors supervision staff including teaching dimensional control, best practice and etc
·      Conduct regular contractor coordination meetings
·      Identifying and solving construction issues in a timely fashion and keeping project manager and engineering staff informed.
·      Manage and coordinate negotiations with all interested parties including contract disputes and claims.
·      Liaise with and provide support to other offices within the country as required.
·      Liaising with international clients and beneficiaries.
·      Perform other related duties as required.

Qualifications :
  1. Education  
·      Industry recognized qualifications in construction site supervision desirable.
·      Industry recognized certification in construction site safety essential
·      A nationally recognized certificate in a relevant construction trade, for example carpentry, concreting, plumbing, electrician and etc is essential  
·      A post trade degree in construction management, quantity surveying or related field from a reputable University would be well regarded but not essential.
 
 
 
b. Work Experience
 
Essential:
 
·      10 years practical construction experience.
·      10 experience managing or supervising construction activities on a range of large and diverse construction projects in a developed commercial environment requiring the coordination of multiple contractors and multiple trades simultaneously.
·      Extensive experience implementing works under complex quality and safety plans.
·      Experience directing and mentoring engineering staff essential.
 
Preferable:
 
· Experience managing small teams would be a distinct advantage.
 
c. Languages
 
· Fluency in English is essential, working knowledge of Arabic is helpful.
