Background:
The Police Support Programme is a Palestinian Police-led initiative supported by the EU Police Co-ordinating Office for Palestinian Police Support (EUPOL COPPS) and the PA Ministry of Interior, and is implemented by the United Nations Office of Project Services (UNOPS). Its central decision making and project approval mechanism is the Programme Steering Committee (PSC) chaired by the Ministry of Interior and attended by the PCP Police Commissioner, the Ministry of Finance and a Donor Representative.
 
The initiatives agreed in the PSC are implemented by UNOPS with supervision from the PCP department heads. UNOPS has established a Project Management Office to manage the day to day delivery of projects.
 
The PCA will report directly to the UNOPS Infrastructure Project Manager. A large proportion of the project procurement will be related to construction contracts, therefore the PCA will require extensive experience in the management of construction contracts. The PCA will be required to manage the contracts from the procurement through to substantial completion of works including procurement, contract preparation, payments, variations and dispute resolution. It is therefore expected that PCA will have extensive experience and specialist expertise in contracting in the occupied Palestinian territories, backed up by qualifications in engineering or construction management.
Description of Responsibilities:
Under the direct supervision of Project Manager the PCA is responsible for assisting with all procurement related activity in support of the projects and may be required to assist in the following tasks;
 
·      Plan, manage and carry out procurement activities, following UNOPS Rules, procedures and regulations.
·      Draft international, regional and local tenders.
·      Issue Invitations to Bid (ITB), Requests for Quotation (RFQs) and Requests for Proposals (RFPs) 
·      Evaluate offers, including analysis of commercial/financial viability, and make recommendations for the finalisation of purchases and the award of contracts.
·      Prepare submissions to the appropriate delegation of authority level, ensuring full compliance with requirements for relevant documentation.
·      Prepare, verify and process interim payments for all contracts including construction works.
·      Prepare, verify and process variation orders for all contracts including construction works, Price estimations for engineering works.
·      Coordinate shipping and delivery arrangements of purchased commodities and equipment.
·      Manage and coordinate negotiations with all interested parties including contract disputes and claims.
·      Prepare reports on procurement activity.
·      Keeps abreast of changes in procurement and Asset Management module control with the implementation of Projects providing guidance and support to procurement and logistics staff as appropriate.
·      Management of procurement contracts.
·      Oversee adherence to contractual agreements.
·      Recommends amendments and extensions of contracts.
·      Advise concerned parties on contractual rights and obligations.
·      Liaise with and provide support to other offices within the country as required.
·      Reviewing technical specifications, and recommend revisions, as necessary
·      Contribute to local vendor roster development and maintenance
·      Liaising with international clients and beneficiaries.
·      Filing and maintenance of all procurement related documentation.
·      Maintain asset management and inventory records.
·      Perform other related duties as required.

Qualifications :
a. Education
·      MA degree in engineering (preferably civil or structural), construction management, quantity surveying or architecture from a reputable University.
·      Additional years of relevant work experience, preferably in combination with a relevant bachelor’s degree, may substitute for the requirement for a master’s degree.
· United Nations training in procurement an advantage.
 
 
b. Work Experience
 
·      At least 5 years of procurement experience, ideally dealing with construction related bidding, contracting and contract management.
· Experience involving civil engineering and contracting experience.
· Experience of working with the UN (or NGO) in the oPt.
· Experience using Atlas would be a distinct advantage.
 
c. Languages
 
· Fluency in English is essential, working knowledge of Arabic or Hebrew, is helpful.
