Background: |
Under the guidance and direct supervision of the Project Manager of the Land Development Programme, the Project Associate will assist in executing the overall project implementation of land development activities, which are already ongoing in Hebron, Dura and Bethlehem districts under the Integrated Rural Development Project-Hebron. The Project Associate will collaborate closely with the Project Manger, the Project implementation unit and the partner implementing organizations to ensure high quality standards of implemented activities in full transparency to achieve all project’s goals and objectives.
The project that is implemented by UNDP/PAPP is seeking qualified candidates for the Project Associate position. The Project Associate will be stationed at Al-Arroub Land Development Office Duration: one year |
Description of Responsibilities: |
The Project Associate reports to the Project Manager of the Land Development Programme and carries out the following:
- Provide administrative, management, and implementation support to the Project Team in their daily tasks. This will include, preparing letters, faxes in English and Arabic, copying, filing, editing, formatting, central record keeping, data input and UNDP/PAPP systems follow-up and processing.
- Eenhance already existing management structures and help to improve /establish communication and coordination mechanisms and procedures among the various stakeholders.
- Ensure the achievement of outputs in line with the approved work plan through the day-to-day planning, management coordination and implementation of activities.
- Ensure the compiling, copying of all Project reports
- Liaise with counterparts and project staff for any requirements regarding project coordination tasks (especially for arranging meetings, request documents, etc) and prepare reports in English when needed.
- Review incoming operational and financial reports in terms of completeness, accuracy, compliance with UNDP rules and regulations.
- Liaise with the counterparts’ staff on all issues related to the Project (explanation of UNDP and donor requirements, timely reporting, etc.)
- Coordinate with the implementing partners on financial management of the Project activities, including monitoring Project financial expenditures and transactions.
- Assist in implementing the project activities in accordance with the objectives and outputs and ensure the implementation of all components as per the UNDP/ PAPP guidelines and standards.
- Participate efficiently and transparently in the process of selecting and evaluating beneficiaries’ applications, technical evaluation of the targeted land parcels, agricultural roads, and irrigation water infrastructure, and cost estimates of many activities (taking into consideration implementing all the project socioeconomic and technical criteria and relying on UNDP/PAPP’s accumulated experience in implementing projects).
- Monitor all aspects of project implementation and its progress and undertake periodic field visits to project sites to identify and analyze and resolve technical, operational and financial issues.
- Review, analyze and follow-up on field reporting processes and prepare comprehensive reports to the Project Manager based on the achieved progress in the field.
- Authorize payment requests to sub-contractors, suppliers, and beneficiaries upon field visits and evaluation of the achieved progress.
- Assist in keeping the books and files of the Project and any other administrative work related to the project in the targeted areas.
- Maintain close cooperation and coordination with other implementing agencies in target locations.Perform other relevant duties as assigned by the Project Management.

Qualifications : |
Education:
University degree from an accredited university in Agriculture/ Development/ Economics or related subject.
Experience:
· Minimum 2-3 years of practical and relevant working experience in land development including experience with agricultural and rural organizations.
· Proven management capabilities and ability to work under pressure.
· Good verbal and written communication skills.
· Computer skills (mainly Word and Excel).
· Have a valid driving license.
Fluency in Arabic and English.
