Background:
UNDP/PAPP will support the establishment of a Planning and Project Management Unit (PPMU) within the Attorney-General’s Office (AGO)/Public Prosecution (PP) by providing the needed external technical assistance through the recruitment of an Executive Officer, a Donor Relations Officer and an Administrative Assistant. This project is a joint initiative between UNDP/PAPP and the Canadian International Development Agency (CIDA) within their respective support for the Palestinian prosecution. Based on the joint initiative agreement between UNDP/PAPP and CIDA, CIDA will incorporate this project as part of its five year Sharaka project with Justice Canada from the second year forward.
 
The PPMU will be hosted by the AGO/PP and will be the liaison among the AGO/PP, international donors and other stakeholders. The Unit’s work will be crucial in ensuring proper coordination and cooperation between the various departments of the AGO/PP, enhancing efficiency in the work of AGO/PPand making sure that all stakeholders benefit from the international community’s contribution to the justice sector.
 
In addition to the elaboration of AGO/PP’s strategic plan, the Unit will contribute to the setting of priorities and annual plans for the development of the AGO/PP. It will also be expected to coordinate with other judicial institutions such as the High Judicial Council, the Ministry of Justice and the Ministry of Interior, contributing to the preparation for the long-term justice sector vision.
 
The Donor Relations Officer (DRO) will play a key role in planning and coordinating for the AGO/PP. The DRO is accordingly expected to support the finalization and implementation of the annual plan, develop a plan and strategy for resource mobilization for the AGO/PP, liaise and coordinate closely with key stakeholders, particularly with the donor community and relevant UN agencies, funds and programmes.
Description of Responsibilities:
Under the direct supervision of the Executive Officer, the incumbent’s main duties and responsibilities are as follows:
 
1.      Partnership building:
  • Assess AGO/PP’s needs for external assistance/aid;
  •  Identify and map current and potential donor activities;
  •  Analyze key development and sector policies currently being discussed and implemented in the oPt and identify key donors willing to support these policies;
  •  Produce proposals and inputs on the development and implementation of a donor intelligence strategy, a resource mobilization strategy, a client relationship management strategy;
  •  Prepare and regularly update outreach/publicity materials for partners and donors.
 
2.      Effective support to the Executive Officer in developing, implementing, monitoring and reporting AGO/PP-related strategies and projects:
  • Facilitate and assist the implementation of the strategic plan;
  •  Monitor and compile all justice sector-related information
  •  Engage with other departments of the AGO/PP for donor relations and support;
  •  Strengthen the aid coordination function with donors;
  •  Initiate coordination with the other judicial institutions such as the Ministry of Justice and the High Judicial Council and relevant civil society organizations;
  •  Write fact sheets, activity updates and other relevant memos for internal and external use;
  •  Attend meetings and events representing the AGO/PP, when necessary;
  •  Translate plans, press releases and other relevant information from Arabic to English and vice versa. 
3.      Facilitation of knowledge building and management: 
  •  Identify sources of information related to coordination of the work of the AGO/PP;
  •  Produce best practices and lessons learned directly linked to the assistance provided to the AGO/PP.

Qualifications :
  •  Bachelor's Degree in Journalism, Public Relations, Law, Communications or a related field.
  • 2-3 years of experience in Public Relations and Communications.
  •  Knowledge of the justice system and function of the AGO/PP in the occupied Palestinian territory is an asset.
  •  Excellent written and oral communication skillsin English and Arabic.
