Background:
UNDP/PAPP will support the establishment of a Planning and Project Management Unit (PPMU) within the Attorney-General’s Office (AGO)/Public Prosecution (PP) by providing the needed external technical assistance through the recruitment of an Executive Officer, a Donor Relations Officer and an Administrative Assistant. This project is a joint initiative between UNDP/PAPP and the Canadian International Development Agency (CIDA) within their respective support for the Palestinian prosecution. Based on the joint initiative agreement between UNDP/PAPP and CIDA, CIDA will incorporate this project as part of its five year Sharaka project with Justice Canada from the second year forward.
 
The PPMU will be hosted by the AGO/PP and will be the liaison among the AGO/PP, international donors and other stakeholders. The Unit’s work will be crucial in ensuring proper coordination and cooperation between the various departments of the AGO/PP, enhancing efficiency in the work of AGO/PPand making sure that all stakeholders benefit from the international community’s contribution to the justice sector.
 
In addition to the elaboration of AGO/PP’s strategic plan, the Unit will contribute to the setting of priorities and annual plans for the development of the AGO/PP. It will also be expected to coordinate with other judicial institutions such as the High Judicial Council, the Ministry of Justice and the Ministry of Interior, contributing to the preparation for the long-term justice sector vision.
 
The Executive Officer (EO) will be responsible for the work of the PPMU. S/he will take the lead in further developing and finalizing the annual plan, consulting and coordinating with key stakeholders and contributing donors in the justice sector, developing a medium- and long-term strategy for the AGO/PP. The EO will ensure that the Unit works and implements activities and responsibilities as agreed in the project document. The EO will report directly to the Office of the Attorney-General on a daily basis and to UNDP/PAPP on a monthly basis, or, as needed, through regular meetings as well as narrative reports for the first year, and to CIDA’s implementing partner Justice Canada in the subsequent years of the project.
 
Description of Responsibilities:
Under the direct supervision of the Office of the Attorney-General, the incumbent’s main duties and responsibilities are as follows:
 
1.      Strategic planning and monitoring & evaluation (M&E):
Prepare a strategic plan for the institutional development of the AGO/PP aimed at short-term rapid impact, including setting priorities and budgeting;
Prepare a long-term strategic plan for the institutional development in coordination with other departments within the AGO/PP and other judicial institutions;
Negotiate, identify, coordinate and implement development initiatives and establish partnerships with donors, international organizations and civil society organizations;
Represent the AGO/PP at the Justice Sector Working Group unless delegated to another representative;
Monitor the progress of project implementation in line with objectives and priorities as defined in the strategic plan;
Conductphase-based evaluation and revise the projects/plans accordingly based on the outcome of the evaluation.
 
2.      Management of the Unit and capacity development of the Unit:
Train staff within the AGO/PP on planning and project management;
Supervise and monitor the Unit’s staff and coordinate work among them;
Develop innovative solutions to improve the efficiency of the work of the AGO/PP;
Support and advise the Attorney-General, when needed and requested, particularly in the field of planning and establishing partnerships;
Consult with the Sharaka field office on issues of strategic and project planning;
Guide the team members of the Unit and promote team spirit.

(4)   Knowledge Management and Learning:
Promote knowledge management in the Unit and the AGO/PP through examples;
Work actively towards continuous personal learning, act on learning plans and apply newly acquired skills.
Qualifications :
Masters Degree in Law, Political Science or other related field;
Minimum four years in the field of planning, management and institutional development, preferably in the occupied Palestinian territory;
Knowledge of and experience working in the justice sector is necessary, and within the Palestinian justice sector in particular is an asset;
Excellent written and oral communication skillsin English and Arabic.
